Efficiency East Midlands (EEM) has launched early market engagement for a £310m fire safety framework covering public sector buildings across England and Wales.
The procurement consortium, which works on behalf of local authorities, NHS bodies, emergency services, and registered housing providers, is planning to replace its current passive fire protection framework when it expires in November 2026.
EEM said the renewed framework would help its members ensure compliance with fire safety regulations, particularly in residential and public buildings.
Services will include fire risk assessments, consultancy, fire engineering, compartmentation surveys, and the supply and installation of fire doorsets and signage.
The scope also covers external wall system assessments, cladding works, and expert witness advice.
Firms will also be able to provide building regulation support, building escape route surveys, and repairs to fire doors.
EEM is currently considering splitting the framework into regional lots, depending on feedback from prospective bidders.
Interested firms have until 28 February 2026 to complete a market engagement questionnaire and until 27 November 2025 to register interest in ‘meet the buyer’ events.
The estimated value of the framework is £310m excluding VAT, running for four years from November 2026. A formal invitation to tender is expected in June 2026.
EEM, a not-for-profit body, said the framework would be open to all contracting authorities defined under the Procurement Act 2023, including education providers and registered charities.
