Cumberland Council has appointed 24 contractors across three lots of a £630m construction framework running until the end of 2029.
The Capital Works (Construction) Framework will cover general building works, civil engineering, and combined packages across the local authority’s estate. It allows for projects up to £6m in value, although higher-value schemes can be procured under Lot 3 where appropriate.
The framework has been divided into three lots:
- Lot 1 covers general building works, including planned maintenance, refurbishment, and new-build projects across schools and corporate properties. It is valued at £210m including VAT and includes work using modular and offsite construction.
- Lot 2 covers civil engineering, including highway improvements, bridges, flood-prevention schemes, and public realm upgrades. This lot is also valued at £210m.
- Lot 3 combines both building and civil engineering services and is aimed at more complex projects, with no upper value cap. It is also worth £210m.
Contractors were appointed to each lot under an open procedure, with up to eight firms awarded places per lot. Firms appointed include Eric Wright, Equans Regeneration and JN Bentley.
The earliest date the contracts will be signed is 8 December 2025, following the end of the standstill period. The framework is due to begin on 1 January 2026.
