Higher demand pushes Scottish Procurement Alliance framework value up by 50%

The value of a refurbishment and modernisation framework led by the Scottish Procurement Alliance (SPA) has increased by 50 per cent due to higher-than-anticipated demand.

The four-year Refurbishment and Modernisation Framework Agreement, which was originally valued at £100m when it was originally awarded, will now be worth £150m.

It began on 1 March 2024 and will run until the end of February 2028.

The SPA said the increase was needed to accommodate an “unforeseen increased workload”. It cited a level of demand that “could not reasonably have been foreseen” during the original procurement process.

The framework is run by the LHC Procurement Group on behalf of SPA and replaces the Whole House Framework (WH2).

It allows registered social landlords and other public sector clients to procure a range of works across both residential and non-residential buildings.

These include installation of kitchens and bathrooms, electrical work, painting and decorating, and external environmental works.

Five firms were originally named on the agreement: Everwarm, Hugh LS McConnell, McGregor Projects, Northseal Facades, and Compass Building & Construction Services.

Following the modification, a further 16 firms were added to the framework, taking the total to 21 (see boxout).

The framework remains closed to new applicants and will continue under its original terms, other than the uplift in value.

Clients may include community benefit requirements in call-off contracts, including training opportunities, supply chain engagement and equality initiatives.

The agreement can be used by all contracting authorities in Scotland as defined under the Public Contracts (Scotland) Regulations 2015.
