Welsh Procurement Alliance plans four-year public buildings framework

The Welsh Procurement Alliance (WPA) has said it indends to procure a new four-year framework covering public building construction, refurbishment, and associated civil infrastructure works across Wales.

The framework, known as PB4, will be established by the LHC Procurement Group on behalf of WPA and is due to run from March 2026 to March 2030. It will also include a dedicated workstream for hard facilities management services.

The estimated value of the framework was not given. It will be open to all public sector bodies in Wales, including central and local government, NHS bodies, emergency services, housing associations, and universities.

Procurement will follow an open procedure, with the contract notice expected to be published on 22 September 2025.

The submission deadline is set for 11 November 2025.

The framework will be divided into 10 lots according to project type and value:

  • Lots 1–2 cover new-build public buildings worth up to £2.5m.
  • Lots 3–4 cover refurbishment projects within the same value range.
  • Lots 5–7 combine new-build, refurbishment and associated services for schemes valued between £2.5m and over £25m.
  • Lots 8–9 cover civil infrastructure projects, including roads and drainage, both below and above £2.5m.
  • Lot 10 focuses on hard FM services, including mechanical and electrical systems, fire safety, lifts, and fabric maintenance.

Each lot requires bidders to undertake all RIBA design stages (1–6) and demonstrate the ability to incorporate modern methods of construction where appropriate. For higher-value infrastructure schemes, bidders must be capable of securing approvals and adoption from relevant authorities.

The framework may be accessed either with or without further competition and will not limit the number of suppliers appointed per lot.

SMEs are specifically encouraged to bid for lower-value lots.

Early market engagement is being conducted through the In-Tend portal.
