As anti-HS2 protesters face off against the contractors building the scheme, both on the ground and in the courts, Dyke remains unfazed.<\/p>\n<p>\u201cWe&#8217;re here to deliver something outstanding in the long term; but in the short term, that may not fit with everybody\u2019s personal feelings or needs,\u201d Dyke tells <em>Construction News<\/em>.<\/p>\n<p>\u201cBut it mustn\u2019t be a reason why we become shy or fearful of what we\u2019re trying to do, because we know what we\u2019re trying to do is very much in the public domain, with full visibility.\u201d<\/p>\n<div id=\"attachment_417326\" class=\"wp-caption alignleft\" style=\"max-width: 310px;\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-417326 size-medium\" src=\"https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2020\/05\/HS2-protest-Euston-May-2020-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2020\/05\/HS2-protest-Euston-May-2020-300x200.jpg 300w, https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2020\/05\/HS2-protest-Euston-May-2020-230x153.jpg 230w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><p class=\"wp-caption-text\">The MD says protests \u201cmustn\u2019t be a reason why we become shy or fearful of what we\u2019re trying to do\u201d<\/p><\/div>\n<p>Carving a new high-speed rail line through the heart of the country was always going to cause controversy. But now work has begun in earnest, the scale of opposition to the scheme has been fully revealed. From <a href=\"https:\/\/www.constructionnews.co.uk\/hs2\/police-tackle-extinction-rebellion-at-hs2-protest-18-02-2020\/\">Extinction Rebellion<\/a> to <a href=\"https:\/\/www.warwickshire.gov.uk\/high-speed-two-hs2\/hs2-frequently-asked-questions\/1\">Warwickshire County Council<\/a>, there is no end to the parties keen on holding Dyke and his team to account.<\/p>\n<p>In an age when everyone is armed with a hi-definition digital recording device and the ability to share what they see with the world, the scrutiny on Britain\u2019s biggest rail project since the Victorian era is already immense. Interactions between protesters and builders are inevitable and, for Dyke, this leaves no room for error.<\/p>\n<p>\u201cWe do recognise that some people will be unhappy,\u201d he continues.<\/p>\n<p>\u201cAll we can do is try to engage really, really well, be professional [and] be respectful. [So] as and when those moments do arrive, we handle them with the upmost care and sensitivity and [we are] not blunt and inappropriate.\u201d<\/p>\n<p>\u201cThe right to free speech is something that exists in our country, and in many parts of the world, and that&#8217;s a great thing. What we have to do, I think, is just maintain our professionalism at all times. That means we need to communicate our plans, we need to enact our plans and we need to do that with full legitimacy.\u201d<\/p>\n<p>Dyke says that he wants his staff to face all of these challenges with the attitude of \u201cbeing a good neighbour\u201d.<\/p>\n<h3><strong>Coronavirus-tech boost<\/strong><\/h3>\n<p>In the past few months, the construction industry\u2019s reaction to the coronavirus pandemic has begun to move from crisis management to catalyst for positive change. Costain chief executive Alex Vaughan was one of several industry leaders to <a href=\"https:\/\/www.constructionnews.co.uk\/contractors\/costain\/why-costains-ceo-is-sleeping-well-03-06-2020\/\">claim the virus was helping to improve efficiency in some ways.<\/a><\/p>\n<p>Dyke joined as the leader of the BBV JV at the <a href=\"https:\/\/www.constructionnews.co.uk\/news\/peoplemoves-news\/balfour-beatty-vinci-jv-unveils-hs2-managing-director-05-05-2020\/\">start of May<\/a>, during the height of the pandemic. He had to get to know many of his staff through video calls rather than face-to-face meetings. Nevertheless, he also says the benefits are beginning to surface from the necessity of home-working.<\/p>\n<p>\u201cIt&#8217;s been a bit surreal but, at the same time, we probably accelerated our ability to work smartly and actually be more efficient with our time.\u201d<\/p>\n<blockquote><p>\u201cThere will be a minimum criteria, probably around financial solvency and the like, but in the current climate, we have to work out how to make it accessible for SMEs whilst not putting major commitments of the programme at risk\u201d<\/p><\/blockquote>\n<p>He adds that forcing employees to work remotely has resulted in turning technological sceptics into full-on believers.<\/p>\n<p>\u201cIt&#8217;s been quite a good accelerator in terms of people on the ground adopt[ing to] technology. Some of the people that would have perhaps been late adopters of technology have actually become evangelists.\u201d<\/p>\n<p>The joint venture managing director says to fast-track his understanding of the project\u2019s status, he harnessed technology to hold bigger meetings with onsite and office-based staff; around 30 people on a weekly basis. This, he says, helped him get up to speed with what was going on.<\/p>\n<p>Dyke says that adapting to the government\u2019s coronavirus measures have been less of a challenge than it might have been if work was at a more advanced stage. Still very much at a ground-engineering phase, the JV has installed heat sensors and social-distancing infrastructure on its sites.<\/p>\n<p>Going forward though, he believes the need to keep numbers down on site could see the contractor pursue more modular and Design for Manufacture and Assembly (DfMA) techniques.<\/p>\n<p>\u201cI think the simple challenge for us is to look at the same physical space, which is modularised as well, [and ask] \u2018how can we operate with less people on the ground all of the time?\u2019\u201d<\/p>\n<h3><strong>SME\u2019s opportunity<\/strong><\/h3>\n<p>The ever-increasing size of HS2\u2019s budget has made it incredibly important for the megaproject to spend its money in the UK. A roster of international names dominates both the lead contracting and supplier arrangements. This makes it more important politically for the supply chain partners to be drawn from smaller British-based businesses.<\/p>\n<p>One measure being used by the BBV JV is a\u00a0<a href=\"https:\/\/www.constructionnews.co.uk\/hs2\/hs2-streamlines-procurement-process-17-10-2019\/\">streamlined procurement process<\/a>\u00a0for subcontractors. The system means HS2 supply chain bidders only go through one pre-qualification process to try and win work on different parts of the route.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-420676\" src=\"https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2020\/06\/HS2-workers-generic.jpg\" alt=\"\" width=\"1024\" height=\"683\" srcset=\"https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2020\/06\/HS2-workers-generic.jpg 1024w, https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2020\/06\/HS2-workers-generic-300x200.jpg 300w, https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2020\/06\/HS2-workers-generic-768x512.jpg 768w, https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2020\/06\/HS2-workers-generic-1000x666.jpg 1000w, https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2020\/06\/HS2-workers-generic-748x499.jpg 748w, https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2020\/06\/HS2-workers-generic-492x328.jpg 492w, https:\/\/cdn.ca.emap.com\/wp-content\/uploads\/sites\/8\/2020\/06\/HS2-workers-generic-230x153.jpg 230w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<p>Dyke says his joint venture is looking for a particular profile of company when procuring work, but was coy on whether that will provide more opportunities for smaller firms.<\/p>\n<p>\u201cCertain capabilities, probably by definition, come with scale; I think that probably goes without saying. But very much part of what we\u2019re trying to do is actually embrace and engage and utilise more organisations that might be smaller in nature and might not ordinarily have the same level of strong resilience [to the coronavirus pandemic].\u201d<\/p>\n<p>\u201cThere will be a minimum criteria, probably around financial solvency and the like, but in the current climate, we have to work out how to make it accessible for SMEs whilst not putting major commitments of the programme at risk. I do feel that if we work together and we\u2019re committed to it, then there will be no reason why we can\u2019t get that balance right.\u201d<\/p>\n<h3><strong>BLM and BBV<\/strong><\/h3>\n<p>The death of George Floyd in the custody of police in the USA and subsequent Black Lives Matter protests have brought the issue of diversity into the minds of company leaders like few other periods in history.<\/p>\n<p>Crossrail chief executive Mark Wild is just one of a number of industry leaders to speak out on the issue, saying it had prompted a lot of <a href=\"https:\/\/www.constructionnews.co.uk\/skills\/ceos-at-crossrail-and-mace-make-black-lives-matter-commitment-09-06-2020\/\">\u201cinternal reflection\u201d.<\/a><\/p>\n<p>Dyke had a similar reaction to Wild: \u201cAs BBV, we&#8217;ve been, I suppose, observing some of the things that are going on in the world, and we don\u2019t like them. Off the back of that, we\u2019ve been trying to find our own sort of balance in terms of how we want to be.\u201d<\/p>\n<p>The organisation is one of the more progressive when it comes to insisting on commitments around <a href=\"https:\/\/www.constructionnews.co.uk\/events\/cn-awards\/diversity-inclusion-excellence-finalists-23-05-2019\/\">diversity<\/a>. The JV includes diversity and inclusion clauses in all its supply chain contracts. It then scores every subcontractor\u2019s diversity practices on an ongoing basis, measuring progress every six months.<\/p>\n<p>One area Dyke is also keen to improve is gender diversity, although he is not setting any goals for improving the ratio.<\/p>\n<p>\u201cWhat I know today is that we have a gender diversity of just under 20 per cent female, which is lower than I\u2019d like. We don&#8217;t have targets for how many females are in our workplace, but we do have an aspiration to have a lot more.\u201d<\/p>\n<p>The BBV JV boss does believe the organisation will \u201cget past industry norms, by some way, simply because we want to\u201d, but what final figure that produces he\u2019s \u201cnot entirely sure\u201d. Although he is a firm believer that diverse businesses deliver better outcomes.<\/p>\n<p>One thing he is definite about is the type of things he doesn\u2019t want in the JV\u2019s \u201cspecial environment\u201d.<\/p>\n<p>\u201cWe don&#8217;t tolerate hate, and we don&#8217;t tolerate violence and we simply don&#8217;t tolerate prejudice and it\u2019s an absolute belief that we have.\u201d<\/p>\n<p>Clearly a man of big opinions and strong principles \u2013 Dyke will be tested like never before as he oversees a vital section of the country\u2019s biggest and most controversial project in generations.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>When facing HS2 critics, Michael Dyke doesn\u2019t want his staff to hide or be fearful.
