Along with this, 2.07 million tonnes of diesel are used to transport construction materials to and from sites.

The report from the CO2nstructZero campaign describes how a working group of 30 construction companies and industry organisations – including tier one contractors such as Kier, Laing O’Rourke and Morgan Sindall – is contributing to a shift to zero-emission site vehicles, with the aim of reducing onsite diesel use by 78 per cent by 2035.

Some contractors have made progress on rolling out diesel-free operations – examples include a Mace project at 78 St James’s Street in London’s West End and Skanska’s HS2 site in Kilburn.

And new greener machinery includes a hydrogen-powered backhoe loader for the construction sector, launched by JCB in February 2023.

To build on the progress to date, the route map aims to encourage a more systematic approach by setting deliverable milestones and raising awareness about the range of solutions that can reduce the industry’s carbon footprint.

Speeding up the shift

The route map says the initial priority “is accelerating the shift of the construction workforce to zero-emission vehicles and onsite plant”.

This shift takes many forms in the route map, from anti-idling and better telematics technology – with consultation and industry guidance published by the end of 2023 – to zero-diesel operator training.

The CO2nstructZero report notes that adopting biofuels alone is insufficient to hit the 2035 target. It adds: “Broader action is needed to achieve decarbonisation across the whole construction sector in the medium- and long-term.”

It emphasises the need to adopt sustainably produced hydrogen, ideally generated via electrolysis (or ‘green hydrogen’ production).

“The use of hydrogen combustion and fuel-cell generators could reduce emissions and noise, creating community benefits,” states the report. “Additional benefits include the ability to retrofit existing [machinery] to make it hydrogen enabled, plus the opportunity to share [hydrogen] infrastructure with other local end-users.”

No incentives

However, the report steers clear of recommending a specific type of technology or identifying “a ‘silver bullet’ approach or technology that will fully address the industry’s current use of diesel”.

Delivering zero diesel would inevitably cost money for a sector already struggling with thin profit margins and a tough business climate. Minister of industry and economic security Nusrat Ghani (whose portfolio includes construction) attended the launch. She said “there is no time to waste” on delivering zero diesel, but a government spokesperson told Construction News that no incentives will be offered to help the industry meet its 2035 target.

Matt Palmer, the Construction Leadership Council industry sponsor for net zero and executive director of Lower Thames Crossing at National Highways, said: “The key thing [about the route map] is that it gives a clear direction of travel. That plan puts in place support for hydrogen, electricity and [generation of] other clean power sources. It also helps outline what businesses need to do in their own journeys and importantly around getting clients to try and drive commitments to banning diesel.”

He added: “I’m desperate for a plan, and this is the start of a really good plan to drive carbon out of our construction. We need to stop talking about what we’re going to do, and get on with doing it – and the great thing about HS2 is that it’s already leading in that field.”

The journey to diesel-free

HS2 Ltd aims to remove diesel from all its sites by 2029. HS2 head of environmental services and co-lead of the zero diesel working group Andrea Davidson told CN that the Old Oak Common site “is on the journey to diesel-free”.

Six cranes at Old Oak Common run off mains power, and machinery such as excavators run on hybrid fuel, Davidson said, adding that GeoPura 250kVA hydrogen fuel cell generators have been installed at the site. It is also the first site to host fully electric crawler cranes that can run on battery or mains power.

Flywheel energy storage technology is being trialled on another HS2 site, and Davidson said that fitting energy storage systems to tower cranes “is a very clever piece of efficiency technology” to avoid power surges.

Elsewhere in the construction sector, Aggreko says its ongoing partnership with zero-diesel working group member Sir Robert McAlpine yielded an 85 per cent reduction in emissions and fuel at an unnamed site between October 2022 and January 2023.

The trial across five tower cranes involved battery energy storage systems and small generators powered by hydrotreated vegetable oil (HVO). It delivered a 234-tonne emissions cut and reduced fuel consumption by more than 87,300 litres, Aggreko calculates.

Phased approach

So far so good – but Davidson noted a problem area that the route map aims to address. Solutions are already in place for light equipment and heavy plant such as cranes, but “it’s the middle band we’re going to struggle with”, Davidson said, such as 20-tonne excavators.

“That’s where we’re looking at biofuels as a first step with drop-in fuel,” he said. “The next step is finding out where hydrogen dual-fuel systems fit into the mix.”

There is no obvious technical reason why the gap exists for middleweight plant, an HS2 spokesperson noted, adding that solutions “either don’t seem to be on the market, or aren’t coming through our supply chain in the same volume as [solutions for] lightweight or heavyweight kit”.

Construction’s biggest barrier to reduced diesel use is the perception around greater cost and risk, according to Palmer. “In my experience, the reality is that both of these reduce as we start to go on this [zero diesel] journey,” he added.

A need for enhanced safety training on alternative fuels and power sources is also highlighted in the route map document. This was echoed by Electrical Contractors’ Association director of corporate social responsibility Paul Reeve, who leads the safety aspects of the zero-diesel initiative.

Diesel alternatives “present emerging hazards” if stored or handled unsafely, he told CN, adding: “As such, it’s about recognising potentially high operational hazards and taking the steps that ensure they operate continually at low risk.”

As the Zero Diesel Sites Route Map is launched, CN asks if it will be a rocky road to follow The construction sector is seeking operational dividends by introducing green onsite plant to align with the government’s net-zero 2050 commitment.
