Danny Sullivan Group has denied deliberate wrongdoing after Balfour Beatty terminated all its agreements with the labour supply firm over the misclassification of HS2 workers\u2019 employment status.<\/p>\n

In a statement on Friday (4 July), Balfour Beatty<\/a> said that an independent investigation had found that Danny Sullivan Group had misinformed it \u201cabout the provision of Construction Industry Scheme (CIS) workers instead of PAYE employees, in breach of their agreements\u201d.<\/p>\n

In a statement, Danny Sullivan Group said that it had commissioned the review in conjunction with \u201csignificant investment in enhancements and transformation of the company\u2019s processes, technology and culture\u201d.<\/p>\n

It said: \u201cThroughout this review process, no evidence of deliberate wrongdoing involving any employees of our business was identified.\u201d<\/p>\n

Balfour Beatty said that the issues were reported through its confidential whistleblowing channel.<\/p>\n

It is facilitating the transfer of Danny Sullivan Group employees to rival labour suppliers or direct to Balfour Beatty.<\/p>\n

It said: \u201cBalfour Beatty is committed to the highest standards of ethical conduct. Enhanced controls and governance measures have been implemented to mitigate the risk of future compliance issues.\u201d<\/p>\n

CIS allows contractors to deduct money from a subcontractor\u2019s payments and pass it to HMRC. It applies to self-employed individuals, not to employees.<\/p>\n

PAYE workers are entitled to employment protections such as holiday pay, sick leave, pensions and employer-paid National Insurance contributions.<\/p>\n

CIS subcontractors are classed as self-employed for tax purposes and are not entitled to those protections.<\/p>\n

In May, HS2 launched an investigation<\/a> into whistleblower claims over charges made for workers supplied to build the West Midlands section of the route.<\/p>\n

The allegations relate to Danny Sullivan Group and another unnamed labour supplier employed by the Balfour Beatty Vinci (BBV) joint venture on the London-to-Birmingham high-speed line.<\/p>\n","protected":false},"excerpt":{"rendered":"
