{"id":525084,"date":"2025-07-17T12:31:42","date_gmt":"2025-07-17T11:31:42","guid":{"rendered":"https:\/\/www.constructionnews.co.uk\/?p=525084"},"modified":"2025-07-21T11:53:12","modified_gmt":"2025-07-21T10:53:12","slug":"bam-axes-danny-sullivan-from-hs2-work-over-ongoing-probe","status":"publish","type":"post","link":"https:\/\/www.constructionnews.co.uk\/civils\/bam-axes-danny-sullivan-from-hs2-work-over-ongoing-probe-17-07-2025\/","title":{"rendered":"Bam axes Danny Sullivan from HS2 work over ongoing probe"},"content":{"rendered":"<p>Bam has removed Danny Sullivan Group from the controversial HS2 \u2018bat tunnel\u2019 project after an investigation into labour supply issues.<\/p>\n<p>The move comes after HS2\u00a0<a href=\"https:\/\/www.constructionnews.co.uk\/cn-intelligence\/sector\/infrastructure\/hs2-launches-probe-into-labour-supply-allegations-27-05-2025\/\">launched an internal investigation<\/a>\u00a0earlier this year into whistleblowing allegations that overinflated rates were charged for workers supplied to build in the West Midlands.<\/p>\n<p>It is understood up to 40 of Danny Sullivan\u2019s workers have been on the project and will be transferred to another employer.<\/p>\n<p>Bam told <em>Construction News<\/em> it will continue to work with the company on other projects but not on ones where compliance issues have been raised.<\/p>\n<p>\u201cBam UK &amp; Ireland has taken the decision to end Danny Sullivan Group\u2019s involvement on projects where compliance issues have been identified. This follows an internal review of our labour supply arrangements, which remains ongoing,\u201d a spokesperson said.<\/p>\n<p>\u201cWe continue to work with Danny Sullivan Group on other contracts while further investigations are carried out. This measured approach reflects our focus on responsible supply chain management.<\/p>\n<p>\u201cWe remain fully committed to the highest standards of ethics, legal compliance and workforce welfare, and are working closely with our clients and partners as we continue to monitor and review the situation.\u201d<\/p>\n<p>A spokesperson for Danny Sullivan said: \u201cDanny Sullivan &amp; Sons Ltd recently undertook a review into the erroneous engagement of a number of Construction Industry Scheme workforce operatives.<\/p>\n<p>\u201cThe findings and recommendations of this review were shared with Bam with any discrepancies being immediately addressed. This includes a small number of individuals having their employment transferred to Bam. Our labour supply to Bam continues across all other UK infrastructure projects.<\/p>\n<p>\u201cThis review took place in conjunction with a transformation programme to support ongoing and future partnerships across UK infrastructure projects.<\/p>\n<p>\u201cOur trusted clients will now benefit from this significant investment and operational improvements undertaken as part of this process, with rigorous controls in place to ensure such mistakes do not reoccur.\u201d<\/p>\n<p>Just two weeks ago <a href=\"https:\/\/www.constructionnews.co.uk\/skills\/balfour-beatty-removes-danny-sullivan-from-contracts-07-07-2025\/\">Balfour Beatty<\/a> terminated all its agreements with the labour supply firm over the misclassification of HS2 workers\u2019 employment status.<\/p>\n<p><span class=\"relative -mx-px my-[-0.2rem] rounded px-px py-[0.2rem] transition-colors duration-100 ease-in-out\">BBV (Balfour Beatty Vinci joint venture) secured N1\/N2 civil engineering packages for HS2 tunnels and northern works in 2020.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.constructionnews.co.uk\/contractors\/balfour-beatty\/\">Balfour Beatty<\/a> said that an independent investigation found that Danny Sullivan Group had misinformed it \u201cabout the provision of Construction Industry Scheme (CIS) workers instead of PAYE employees, in breach of their agreements\u201d.<\/p>\n<p>Commenting on Balfour Beatty\u2019s move, Danny Sullivan Group strenuously denied deliberate wrongdoing. It said it had commissioned the review in conjunction with \u201csignificant investment in enhancements and transformation of the company\u2019s processes, technology and culture\u201d.<\/p>\n<p>It said: \u201cThroughout this review process, no evidence of deliberate wrongdoing involving any employees of our business was identified.\u201d<\/p>\n<p>Balfour Beatty said that the issues were reported through its confidential whistleblowing channel.<\/p>\n<p>A spokesperson for HS2 Ltd said:\u00a0\u201cHS2 Ltd takes its responsibility for managing public money seriously. We have been very clear with our supply chain partners that unethical behaviour cannot be tolerated, and we fully support them in taking decisive action.\u201d<\/p>\n<p>Last month HS2 referred a subcontractor to <a href=\"https:\/\/www.constructionnews.co.uk\/civils\/hs2-refers-subcontractor-to-hmrc-over-alleged-fraud-17-06-2025\/\">HMRC over alleged payment fraud<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Bam has removed Danny Sullivan Group from the controversial HS2 \u2018bat tunnel\u2019 project after an investigation into labour supply issues.
