{"id":525765,"date":"2025-07-28T12:45:51","date_gmt":"2025-07-28T11:45:51","guid":{"rendered":"https:\/\/www.constructionnews.co.uk\/?p=525765"},"modified":"2025-07-28T13:03:27","modified_gmt":"2025-07-28T12:03:27","slug":"national-highways-top-contractors-revealed","status":"publish","type":"post","link":"https:\/\/www.constructionnews.co.uk\/civils\/national-highways-top-contractors-revealed-28-07-2025\/","title":{"rendered":"National Highways\u2019 top contractors revealed"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The company that maintains and upgrades the M25 was the largest single supplier to National Highways in 2024-25, <\/span><i><span style=\"font-weight: 400;\">Construction News<\/span><\/i><span style=\"font-weight: 400;\"> can reveal.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is the first time in four years that Costain has not been the client\u2019s top supplier.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Private finance initiative (PFI) company Connect Plus received \u00a3487m during the period, according to a Freedom of Information query on the amount of money spent by National Highways on construction contractors.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Connect Plus is owned by a consortium of investors including Balfour Beatty, which has a 15 per cent stake. It has been undertaking a major upgrade of the London orbital motorway, which saw the road closed in Surrey for the first time.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The firm\u2019s haul was up from \u00a3447.9m in<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/civils\/the-top-20-national-highways-contractors-revealed-26-07-2024\/\"> <span style=\"font-weight: 400;\">the previous financial year<\/span><\/a><span style=\"font-weight: 400;\">, and was<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/civils\/revealed-costain-tops-national-highways-contractor-spend-10-08-2023\/\"> <span style=\"font-weight: 400;\">\u00a395m higher than in 2022-23<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Balfour Beatty itself received the second-largest total of payments from National Highways, at \u00a3414m. This marked a rise of \u00a322m on 2023-24, when it was the client\u2019s third-largest supplier.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">During the year it,<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/legal\/judge-rejects-balfour-beatty-roads-scheme-legal-challenge-01-05-2024\/\"> <span style=\"font-weight: 400;\">received a boost<\/span><\/a><span style=\"font-weight: 400;\"> when campaign group CPRE dropped its legal challenge to<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/civils\/legal-challenge-to-balfours-228m-bypass-launched-16-01-2023\/\"> <span style=\"font-weight: 400;\">the A57 Link Roads project<\/span><\/a><span style=\"font-weight: 400;\">, which will create two highways near the village of Mottram, Greater Manchester.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Connect M1-A1, another PFI company part-owned by Balfour Beatty, was 15th on the list. It received \u00a378m.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Two other PFI firms \u2013 Autolink Concessionaires (A19) and UK Highways M40 \u2013 also made the table, in 11th and 18th respectively.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kier received the third-biggest haul, totalling \u00a3357m, which was about \u00a390m more than in the previous financial year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Its work in 2024-25 included designs for the refurbishment of eight bridges at the M6 Lune Gorge in Cumbria, where preparatory work is due to start imminently.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Costain had been the government-owned client\u2019s biggest construction supplier each year since it<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/civils\/revealed-costain-tops-national-highways-contractor-spend-10-08-2023\/\"> <span style=\"font-weight: 400;\">first topped the table<\/span><\/a><span style=\"font-weight: 400;\"> in 2021-22. In<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/contractors\/balfour-beatty\/highways-england-contractor-spend-revealed-02-08-2021\/\"> <span style=\"font-weight: 400;\">2020-21<\/span><\/a><span style=\"font-weight: 400;\">, while the company did not rank in first place, its combined total including joint ventures was higher than any other contractor.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the last financial year, Balfour Beatty and Kier, alongside Keltbray, continued to work on the \u00a31.3bn A66 Northern Trans-Pennine dualling project, having been <\/span><a href=\"https:\/\/www.constructionnews.co.uk\/contractors\/balfour-beatty\/balfour-and-kier-among-four-named-on-1-3bn-a66-upgrade-13-10-2022\/\"><span style=\"font-weight: 400;\">appointed in late 2022<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Costain was initially part of the project but<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/civils\/costain-leaves-1-3bn-national-highways-job-09-06-2023\/\"> <span style=\"font-weight: 400;\">had left the job by June 2023 for undisclosed reasons<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Its planned work on the A1 from Morpeth to Ellingham was<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/civils\/budget-five-unaffordable-road-schemes-scrapped-31-10-2024\/\"> <span style=\"font-weight: 400;\">scrapped in November<\/span><\/a><span style=\"font-weight: 400;\"> after being cited by the Treasury as one of five \u201cunaffordable\u201d projects.
