The company that maintains and upgrades the M25 was the largest single supplier to National Highways in 2024-25, <\/span>Construction News<\/span><\/i> can reveal.<\/span><\/p>\n

It is the first time in four years that Costain has not been the client\u2019s top supplier.<\/span><\/p>\n

Private finance initiative (PFI) company Connect Plus received \u00a3487m during the period, according to a Freedom of Information query on the amount of money spent by National Highways on construction contractors.<\/span><\/p>\n

Connect Plus is owned by a consortium of investors including Balfour Beatty, which has a 15 per cent stake. It has been undertaking a major upgrade of the London orbital motorway, which saw the road closed in Surrey for the first time.<\/span><\/p>\n

The firm\u2019s haul was up from \u00a3447.9m in<\/span> the previous financial year<\/span><\/a>, and was<\/span> \u00a395m higher than in 2022-23<\/span><\/a>.<\/span><\/p>\n

Balfour Beatty itself received the second-largest total of payments from National Highways, at \u00a3414m. This marked a rise of \u00a322m on 2023-24, when it was the client\u2019s third-largest supplier.<\/span><\/p>\n

During the year it,<\/span> received a boost<\/span><\/a> when campaign group CPRE dropped its legal challenge to<\/span> the A57 Link Roads project<\/span><\/a>, which will create two highways near the village of Mottram, Greater Manchester.<\/span><\/p>\n

Connect M1-A1, another PFI company part-owned by Balfour Beatty, was 15th on the list. It received \u00a378m.<\/span><\/p>\n

Two other PFI firms \u2013 Autolink Concessionaires (A19) and UK Highways M40 \u2013 also made the table, in 11th and 18th respectively.<\/span><\/p>\n

Kier received the third-biggest haul, totalling \u00a3357m, which was about \u00a390m more than in the previous financial year.<\/span><\/p>\n

Its work in 2024-25 included designs for the refurbishment of eight bridges at the M6 Lune Gorge in Cumbria, where preparatory work is due to start imminently.<\/span><\/p>\n

Costain had been the government-owned client\u2019s biggest construction supplier each year since it<\/span> first topped the table<\/span><\/a> in 2021-22. In<\/span> 2020-21<\/span><\/a>, while the company did not rank in first place, its combined total including joint ventures was higher than any other contractor.<\/span><\/p>\n

In the last financial year, Balfour Beatty and Kier, alongside Keltbray, continued to work on the \u00a31.3bn A66 Northern Trans-Pennine dualling project, having been <\/span>appointed in late 2022<\/span><\/a>.<\/span><\/p>\n

Costain was initially part of the project but<\/span> had left the job by June 2023 for undisclosed reasons<\/span><\/a>.<\/span><\/p>\n

Its planned work on the A1 from Morpeth to Ellingham was<\/span> scrapped in November<\/span><\/a> after being cited by the Treasury as one of five \u201cunaffordable\u201d projects. Costain was awarded the contract in the summer of 2021 but the scheme did not receive a development consent order until May 2024.<\/span><\/p>\n

The Department for Transport delayed the client\u2019s next major five-year spending period, RIS3, as the government undertook its spending review, with an interim \u00a34.8bn one-year financial settlement introduced for 2024-25 instead.<\/span><\/p>\n

In July,<\/span><\/a> the Office of Rail and Road said National Highways failed to deliver 11 \u201cenhancement commitments\u201d, which included \u201csupply chain management and asset data issues\u201d, across 2020 to 2025.<\/span><\/p>\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n
