{"id":527083,"date":"2025-08-18T12:45:33","date_gmt":"2025-08-18T11:45:33","guid":{"rendered":"https:\/\/www.constructionnews.co.uk\/?p=527083"},"modified":"2025-08-18T12:39:38","modified_gmt":"2025-08-18T11:39:38","slug":"environmental-regulator-to-cut-green-tape-on-lower-thames-crossing","status":"publish","type":"post","link":"https:\/\/www.constructionnews.co.uk\/civils\/environmental-regulator-to-cut-green-tape-on-lower-thames-crossing-18-08-2025\/","title":{"rendered":"Environmental regulator to cut &#8216;green tape&#8217; on Lower Thames Crossing"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The long-awaited Lower Thames Crossing (LTC) is to become the first major building project to be overseen by an environmental regulator, in a bid to cut \u2018green tape\u2019.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The \u00a310.2bn scheme, which will include a 2.6-mile twin-bore tunnel under the<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/civils\/reeves-pledges-extra-590m-for-lower-thames-crossing-16-06-2025\/\"><span style=\"font-weight: 400;\"> River Thames<\/span><\/a><span style=\"font-weight: 400;\">, linking Kent and Essex, was first proposed in 2009 but had been delayed due to opposition from environmental campaigners.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Environment minister Steve Reed announced that the LTC would be the first project of its kind to be led by Natural England, which will oversee all environmental safeguarding work.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Other interested parties such as the Environment Agency will provide advice, he said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Appointing a<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/government\/new-infrastructure-board-to-cut-green-tape-03-04-2025\/\"><span style=\"font-weight: 400;\"> lead environmental regulator<\/span><\/a><span style=\"font-weight: 400;\"> was one of 29 recommendations in the independent Corry review of the Department for Environment, Food and Rural Affairs\u2019 (Defra\u2019s) regulatory landscape. In April, it concluded that the current system is outdated, inconsistent, and hinders both economic growth and nature-recovery.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Reed told <\/span><i><span style=\"font-weight: 400;\">Construction News<\/span><\/i><span style=\"font-weight: 400;\">: \u201cBritain\u2019s planning rules are so complicated, they\u2019ve blocked development of new homes and businesses.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cUnder the government\u2019s Plan for Change, a new approach will see a lead environmental regulator appointed to smooth the system and keep projects firmly on track.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThis means faster transport, energy and housing developments nationwide that will be better for the economy and properly protect the environment.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">LTC executive director Matt Palmer said the move would help the project \u201cmove at pace\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cAs one of the Britain\u2019s most important economic infrastructure projects, we are delighted to be the first to work with a lead environmental regulator,\u201d he said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cDriving economic growth and enhancing nature are at the heart of the LTC. As we gear up to start construction, this new approach will help us to move at pace, while ensuring we protect the natural environment and meet our environmental commitments.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It is hoped the new role will slash delays in the planning system and reduce costs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Marian Spain, chief executive of Natural England, said: &#8220;Infrastructure, housing and nature are not competing interests. Sustainable development and nature recovery must go hand in hand, and urgent action is needed to restore our depleted nature and build desperately needed homes and infrastructure.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThat\u2019s why we\u2019re proud to be the lead environmental regulator delivering the LTC. This model brings developers and all the regulators together to agree how to avoid environmental harm and plan opportunities for nature recovery, so streamlining the approvals process.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The LTC announcement comes after chancellor Rachel Reeves indicated she planned to further strip back environmental protections in an effort to boost the economy by speeding up infrastructure projects.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Earlier this year, Reeves announced measures to stop issues such as the presence of protected species like bats being allowed to delay critical infrastructure.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Now, <\/span><i><span style=\"font-weight: 400;\">The Times<\/span><\/i><span style=\"font-weight: 400;\"> says she has tasked officials with looking at stricter reforms ahead of the Autumn Statement that would make it far harder for nature-based concerns to stop development.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These could include altering parts of the European environmental rules, reducing the UK\u2019s list of protected species and scrapping the need for developers to prove that projects would have no impact on protected natural sites.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Reeves is also looking at tougher measures for judicial reviews to stop key projects being delayed by legal challenges and only giving campaigners one chance to appeal.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In April, the government announced measures in response to a wide-ranging review of environmental regulations to \u201caccelerate the delivery\u201d of projects after<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/civils\/hs2\/hs2-civils-contracts-slammed-as-extremely-poor-value-for-money-28-02-2025\/\"> <span style=\"font-weight: 400;\">HS2<\/span><\/a><span style=\"font-weight: 400;\"> contractors were forced to create a controversial \u00a3120m bat tunnel to stop the mammals from colliding with trains.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The introduction of a lead environment regulator follows the Corry report\u2019s call for a single lead regulator for all major projects.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This aims to stop the \u201cmerry-go-round of developers seeking planning approvals from multiple authorities who often disagree with each other\u201d, Defra said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The government had earlier indicated this could include the LTC, as well as<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/civils\/heathrow-commits-to-using-uk-steel-in-multibillion-pound-expansion-plan-12-02-2025\/\"> <span style=\"font-weight: 400;\">Heathrow<\/span><\/a><span style=\"font-weight: 400;\"> expansion plans.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The long-awaited Lower Thames Crossing (LTC) is to become the first major building project to be overseen by an environmental regulator, in a bid to cut \u2018green tape\u2019.
