{"id":528363,"date":"2025-09-10T12:45:11","date_gmt":"2025-09-10T11:45:11","guid":{"rendered":"https:\/\/www.constructionnews.co.uk\/?p=528363"},"modified":"2025-09-10T15:50:10","modified_gmt":"2025-09-10T14:50:10","slug":"severe-concerns-over-water-for-universal-studios-mega-project","status":"publish","type":"post","link":"https:\/\/www.constructionnews.co.uk\/buildings\/severe-concerns-over-water-for-universal-studios-mega-project-10-09-2025\/","title":{"rendered":"\u2018Severe concerns\u2019 over water for Universal Studios mega-project"},"content":{"rendered":"<p class=\"p1\">A leading charity has voiced \u201csevere concerns\u201d over the impact that Universal Studios\u2019 first UK theme park will have on the area\u2019s water supply and warned it could scupper the proposed mega-project.<\/p>\n<p class=\"p1\">The Countryside Charity (CPRE) raised the issue in its response to a two-month government consultation on plans by the US firm for the 32.37-hectare park in Kempston Hardwick, Bedfordshire.<\/p>\n<p>Detailed proposals for the scheme <a href=\"https:\/\/www.constructionnews.co.uk\/contracts\/universal-studios-theme-park-to-include-station-expansion-04-07-2025\/\">were first unveiled in July<\/a>, with the park expected to open in 2031.<\/p>\n<p class=\"p1\">But CPRE Bedfordshire has argued that the \u201chuge water requirements\u201d of the complex, along with the extra homes expected once the scheme is finished, will \u201cnot be able to be met by Anglian Water\u201d.<\/p>\n<p class=\"p1\">CPRE pointed to the impact of climate change and \u201cfuture housing construction\u201d along the Oxford-Cambridge Arc.<\/p>\n<p>Universal Studios is predicting around 8.5 million annual visitors to the park, which will open all year-round. The long-term goal is 12 million annual visitors.<\/p>\n<p class=\"p1\">The scheme is being built in an area designated by the Environment Agency as already being under \u201csevere water stress\u201d, CPRE highlighted.<\/p>\n<p class=\"p1\">The charity also voiced concerns that Anglian Water will not be able to offer \u201cenvironmentally sustainable\u201d sewage treatment capacity. The development is also in an area that has experienced \u201csignificant flooding\u201d.<\/p>\n<p class=\"p1\">\u201cBedford Borough already has extremely serious sewage treatment capacity issues with raw sewage regularly spilled into the River Great Ouse causing very serious potential health issues to local people and to the environment generally,\u201d the charity said.<\/p>\n<p class=\"p3\">An Anglian Water spokesperson said the park was a \u201cfantastic opportunity\u201d that it was committed to enabling.<\/p>\n<p class=\"p3\">But the spokesperson added: \u201cThe scale of new infrastructure and broken regulatory model that does not enable us to get funding for future growth like this means that we need change from government and regulators to enable us to deliver that investment.\u201d<\/p>\n<p class=\"p1\">Bedfordshire Borough Council said in its response that the proposed project is an \u201cexciting opportunity\u201d and could bring \u201cmany positive benefits\u201d.<\/p>\n<p class=\"p1\">However, the authority also raised a number of concerns. It warned that congestion from construction traffic could hamper access to local shops, industrial estates and services, thereby impacting \u201cbusiness operations\u201d.<\/p>\n<p class=\"p1\">Its submission said: \u201cFrom an economic perspective there is concern that the influx of construction traffic and, later, visitor and employee traffic could strain the transport networks that many Central Bedfordshire residents and businesses rely on.\u201d<\/p>\n<p class=\"p1\">The council suggested that Universal could collect up to \u00a373,185 a day from car parking charges, but said 10 per cent should help fund local transport infrastructure.<\/p>\n<p>The local authority also questioned why water voles had not been included for pre-commencement surveys, while bats, birds, badgers and otters had.<\/p>\n<p class=\"p1\">The council was, however, positive over the impact the scheme could have on jobs. It said the \u201csignificant opportunities\u2026 aligns with our goals to support the construction sector and upskill workers in our area\u201d.<\/p>\n<p class=\"p1\">Up to 5,380 jobs are expected to be created during construction and around 8,000 jobs when the park opens. Construction is due to start next year, subject to planning approval, according to the scheme&#8217;s official website.<\/p>\n<p>The plans also include\u00a0an expanded\u00a0<span class=\"s1\">four-platform<\/span><span class=\"s1\">\u00a0station<\/span> on the Thameslink\/Midland Main Line at Wixams and a new junction on the A421.
