Members of the forum for key bodies involved in developing the HS2 Euston terminus expected an announcement on its funding to be made at the June Spending Review, newly released minutes show.<\/p>\n

Details of the November 2024 meeting of the Euston Partnership Board show that, after last year’s Autumn Statement confirmed that HS2 would run from the north London terminal rather than Old Oak Common<\/a>, it was expected that clarity about the station would follow early in 2025.<\/p>\n

\u201cDecisions on further investment at Euston, including on the station itself, are for phase 2 of the Spending Review which is expected to conclude in late spring,\u201d they state.<\/p>\n

The name of the person who made the statement has been redacted.<\/p>\n

However, June\u2019s Spending Review included \u00a325.3bn for delivery of HS2 from Birmingham Curzon Street to London Euston but did not mention funding of the station itself.<\/p>\n

The previous government scrapped public funding for HS2\u2019s Euston Station in October 2023 and removed delivery responsibility from HS2 Ltd. No information has yet been provided on how it will now be funded. A new Euston Delivery Company is currently being set up to lead the project.<\/p>\n

Alan Over, director general of the Department for Transport\u2019s (DfT\u2019s) major rail projects group who attended the November meeting, told parliament\u2019s Public Accounts Committee the following month that working out a delivery model for the station would take until 2026<\/a>.<\/p>\n

The Euston Partnership Board brings together representatives of HS2, Network Rail, the DfT, Greater London Authority, Camden Council, West Coast Partnership and Euston master-developer Lendlease to discuss issues involved in the project.<\/p>\n

Minutes for four months\u2019 worth of meetings were published on the government website this week.<\/p>\n

February\u2019s meeting heard that Euston was set to feature in the DfT\u2019s Spending Review submission.<\/p>\n

\u201cDfT and MHCLG [the Ministry of Housing, Communities and Local Government] will coordinate the Euston elements of their respective submissions and will seek to share as much information with partners as possible through the process,\u201d its minutes said.<\/p>\n

Board chair John Reed told the same meeting that a \u201csingle spatial plan\u201d would be developed so that design work could restart in the second half of 2025, which would enable indicative costs to be worked out.<\/p>\n

Over the months covered by the minutes, several speakers stressed the need to speed up processes involved.<\/p>\n

In March, the then Infrastructure and Projects Authority\u2019s head of infrastructure delivery Stephen Dance said a route to \u201cestablishing planning consent for the Euston scheme at pace that balances housing, growth, business, transport and environment benefits was imperative\u201d.<\/p>\n

A speaker whose name has been withheld in the February meeting minutes said that \u201cre-establishing a clear and compelling vision for Euston was essential for effective business and investor engagement\u201d.<\/p>\n

Separately, in April, HS2 independent commissioners called for a swift resolution for the future of Euston.<\/a><\/p>\n

They said: \u201cWe remain a good way off having a clear outline for the new terminus at Euston. Inevitably, this will cause more uncertainty and distress for local residents. I hope that all parties involved in the decision-making process will focus upon this as quickly as they can.\u201d<\/p>\n

A DfT spokesperson said it is still working out delivery and funding arrangements for the station.<\/p>\n
