But figures from the Construction Industry Council (CIC) \u2013 a forum for sector bodies, research organisations and associations \u2013 indicate that just 5.4 per cent of construction workers are from these backgrounds. As you look up the seniority ladder, the percentage falls even further.<\/p>\n<p>It\u2019s one of the reasons that, two years ago, the CIC set up Diversitas, an umbrella group aimed at increasing the diversity of representation in the built-environment sector.<\/p>\n<p>But is the situation changing for the better?<\/p>\n<p>One of the first organisations to sign up to Diversitas was the Black Professionals in Construction (BPIC) Network, set up by Amos Simbo and run from a modest office in the City of London.<\/p>\n<blockquote><p>\u201cYou need to say, \u2018This is one thing we\u2019re going to tackle; we\u2019re really going to push it, we\u2019re going to lead on it and we\u2019re going to put the resources in\u2019\u201d<\/p><\/blockquote>\n<p>Simbo launched BPIC in 2019 with a view to supporting black people in construction and attracting others into the industry.<\/p>\n<p>\u201cWhen we started the BPIC Network, we didn\u2019t recruit new people \u2013 we just brought together people who were already in the sector,\u201d he tells <em>Construction News<\/em>. \u201cSo we were just a vehicle to bind people together and create a space.\u201d<\/p>\n<p>Six years on, Simbo \u2013 who earlier this year received an OBE \u2013 notes the statistics on representation have not significantly improved.<\/p>\n<p>\u201cI think it\u2019s got worse, but it depends on what [data] you\u2019re looking at,\u201d he says.<\/p>\n<h3>Into the mainstream<\/h3>\n<p>While his frustration is evident, Simbo recognises progress is being made on some fronts, however sluggish.<\/p>\n<p>\u201cI think what has got better is the discussion around the lack of people [from minority ethnic backgrounds in the sector]. It\u2019s shedding a light on how the industry is,\u201d he says. Awareness of the issue has become \u201cmore mainstream\u201d, Simbo adds.<\/p>\n<p>\u201cBefore, it was people just ignoring or pretending it didn\u2019t exist, but now it\u2019s something that people are saying, \u2018OK, it\u2019s on the table, we need to talk about it.\u2019 I would say that\u2019s something that has really changed.\u201d<\/p>\n<p>Simbo says several big companies have actively changed or are changing their hiring practices to address the issue, but that a gap remains between intent and outcomes: \u201cWe hear from our members that there\u2019s still a friction in bringing it to fruition \u2013 for people actually seeing the words translate into action. There is still a big chunk of people in our network saying, \u2018Look, the awareness is here, it\u2019s a normalised conversation now.\u2019 There are pledges, but we haven\u2019t seen that much of a significant change.\u201d<\/p>\n<p>Simbo is a solutions-driven individual, however, and his positivity tends to emphasise the silver linings. He recognises that the corporates involved with BPIC have the ultimate power to boost black and ethnic minority representation in the construction industry \u2013 and they remain committed.<\/p>\n<p>\u201cThere are a lot of positives, like the fact that we\u2019ve retained quite a lot of members \u2013 probably 90-95 per cent,\u201d he says. \u201cSo there are companies that have stayed with us from day one and keep supporting us. We\u2019ve never been funded by a government body.\u201d<\/p>\n<p>All BPIC programmes have been paid for by revenue generated through memberships, he points out, adding that while \u201cthings haven\u2019t really happened as fast as you\u2019d want, there\u2019s good commitment here\u201d.<\/p>\n<p>Of course, words have limited impact without action. Simbo sees the issue as a process of evolution. But one powerful indication of change would be the appointment of a black chief executive to a major contractor. For Simbo, it\u2019s simply a matter of time, but whether the wait is five or 20 years will be down to the businesses themselves.<\/p>\n<p>\u201cIt\u2019s such a big step up [to CEO]. Is the industry ready to give that?\u201d he asks. Promotion \u201ccan\u2019t be for the sake of it\u201d, he insists, but he remains confident that it will happen.<\/p>\n<h3>Career path<\/h3>\n<p>Simbo has come a long way himself. More than 7,500 miles, in fact. The warm and welcoming man I\u2019m talking to opposite the \u2018Walkie Talkie\u2019 building in London was once a lad in Zimbabwe. At 15 years old, his parents brought him to the UK, where he finished school and attained a degree in mechanical engineering from Loughborough University.<\/p>\n<p>One of his early jobs after graduating was a literal feat of Olympic proportions: he found employment with the mechanical contractor Intech and was involved with the Velodrome at the Olympic Park in east London, which carried over into a facilities-management role.<\/p>\n<p>After a stint working on building a campus at the University of East London, Simbo switched to Scottish electrical contractor Forth Electrical Services. By this time, he was fully committed to the construction industry and moved on to become a technical services manager at Paragon (now owned by Tilbury Douglas), and then onwards to fit-out and refurb specialist Overbury.<\/p>\n<p>Change has been a central theme in Simbo\u2019s career and is something he\u2019s actively pursued. In his mind, it equates to opportunity. It\u2019s why experience and the acquisition of knowledge is so central to his ethos<br \/>\n\u2013 and has been since he first entered construction.<\/p>\n<p>\u201cI was being trained well,\u201d he recalls of his early days in the sector. \u201cI was maybe 24 years old, so sometimes on sites it would be intimidating to hold a site meeting with everybody because everyone was older and much more knowledgeable. So you just crack on. That was a really good experience.<\/p>\n<p>\u201cActually, I love being on a construction site because you meet everyone. It\u2019s so broad. You don\u2019t feel tied down into one thing.\u201d<\/p>\n<p>If Simbo is tied to one thing, it\u2019s his own company, Winway Group, a fit-out and mechanical and electrical specialist consultancy that has worked with the likes of the University of West London, the Department for Education and tech giant Motorola. He chose the name in reference to his father\u2019s metal fabricating business of the same name in Zimbabwe in the late 1990s. That company closed when his parents came to the UK, but Simbo was always keen to honour them.<\/p>\n<h3>\u2018Not all about the money\u2019<\/h3>\n<p>From the building site to the boardroom, Simbo values personal interaction \u2013 meeting people is key to finding solutions to the lack of ethnic diversity in construction, he believes. And what\u2019s crucial is that the impetus comes from within the industry itself. As such, Simbo muses over what he would say if all the chief executives of the UK\u2019s leading construction companies were gathered in front of him.<\/p>\n<p>\u201cI\u2019d say it\u2019s not just all about the money, you know? If you\u2019re going to be a real difference-maker within the sector, it\u2019s not just about turnover and profit,\u201d he says.<\/p>\n<p>\u201cAre there things that your business can do and lead on that you\u2019ve come up with yourself? You need to say, \u2018This is one thing we\u2019re going to tackle; we\u2019re really going to push it, we\u2019re going to lead on it and then we\u2019re going to put the resources that we need across the business.\u2019 So if you think there are industry issues, don\u2019t wait for the industry to solve them.
