Water ingress has caused a 34-week delay to the \u00a336m build of a Passivhaus-standard leisure centre in Scotland.<\/span><\/p>\n

Bam Construct<\/span><\/a> had expected to finish construction work at Blairgowrie Recreation Centre by 16 December last year, but the contractor only handed over to the local council on 11 August, after water seepage was found in the building on multiple occasions.<\/span><\/p>\n

The project cost is also set to rise, as the delay forced back the second part of the project by more than eight months, according to a report submitted to Perth and Kinross Council\u2019s scrutiny and performance committee last week. <\/span>The report does not specify what that impact on cost will be.<\/span><\/p>\n

Bam started work on site in May 2023 to build a multisports facility with a 25-metre swimming pool, sports halls, fitness suite and dance studio. Designed to replace Blair Recreation Centre, the building also includes a PE classroom and offices.<\/span><\/p>\n

Blairgowrie Recreation Centre is only the second UK leisure centre with a swimming pool to be built to Passivhaus standard, according to the report, seen by <\/span>Construction News<\/span><\/i>.\u00a0<\/span><\/p>\n

The project encountered \u201cmultiple technical challenges during the final construction phase\u201d, according to the report’s authors: the council\u2019s strategic lead for property services, Stephen Crawford; and Robert Meiklejohn, a project manager and architect employed by the council.<\/span><\/p>\n

The issues \u2013 which were located at the swimming pool \u2013 required \u201cextensive testing [and] targeted repairs\u201d, they said.<\/span><\/p>\n

Bam first discovered water ingress in the building\u2019s technical and plant room last November. Inspections revealed it was caused by a \u201csignificant\u201d liner tear from a loose boom panel and three pin-sized holes of unknown origin in the liner.<\/span><\/p>\n

The liner tear and holes were fixed, but the council’s report described flooding in January this year following a pump failure in the plant room, as well as further leaks the following month.<\/span><\/p>\n

Bam faced more problems when it identified pipework on one side of the pool that did not hold pressure.<\/span><\/p>\n

The pipes \u2013 which the report said had passed pressure tests during construction \u2013 were fixed after an excavation found a fractured elbow joint and a failed seal near the pool\u2019s shallow end.<\/span><\/p>\n

By July, the pool was deemed stable, although residual seepage from earlier leaks continued into the technical room.<\/span><\/p>\n

The council\u2019s report stresses that while the facility is now open and operational, \u201csmall amounts of residual water\u201d are still being monitored.<\/span><\/p>\n

Bam<\/span> apologised for the problems in April<\/span><\/a>, and the latest report says a decision has been made to delay the second stage of the job \u2013 the demolition of Blair Recreation Centre \u2013 by six months, in case the seepage is \u201csymptomatic of an ongoing defect\u201d.<\/span><\/p>\n
