{"id":530233,"date":"2025-10-08T12:45:13","date_gmt":"2025-10-08T11:45:13","guid":{"rendered":"https:\/\/www.constructionnews.co.uk\/?p=530233"},"modified":"2025-10-08T13:02:31","modified_gmt":"2025-10-08T12:02:31","slug":"hs2-prioritises-two-civils-contracts-in-reset-negotiations","status":"publish","type":"post","link":"https:\/\/www.constructionnews.co.uk\/civils\/hs2\/hs2-prioritises-two-civils-contracts-in-reset-negotiations-08-10-2025\/","title":{"rendered":"HS2 prioritises two civils contracts in reset negotiations"},"content":{"rendered":"<p>HS2 Ltd is prioritising the renegotiation of a pair of major civils contracts as part of a sweeping reset of the high-speed rail programme.<\/p>\n<p>Alan Morris, the client\u2019s director of construction delivery, confirmed that the phase one northern main works civils contracts, held by the Balfour Beatty Vinci (BBV) and Eiffage Kier Ferrovial Bam Nuttall (EKFB) joint ventures (JVs), are now the main focus.<\/p>\n<p>\u201cBasically, the two northern contracts, BBV and EKFB, are the most critical ones\u201d for <a href=\"https:\/\/www.constructionnews.co.uk\/civils\/hs2\/hs2-to-renegotiate-construction-contracts-20-12-2024\/\">renegotiation and rebaselining<\/a>, he told <em>Construction News <\/em>during a media briefing last Friday (3 October).<\/p>\n<p>\u201cThose are the ones that are our highest priority for us to ensure the programme is achievable.\u201d<\/p>\n<p>He said this was \u201cbecause of the way that we test the trains and where the trains come out the depot\u201d.<\/p>\n<p>The BBV JV oversees civil engineering for the 90km West Midlands stretch of the <a href=\"https:\/\/www.constructionnews.co.uk\/civils\/hs2\/\">high-speed\u00a0line<\/a>.<\/p>\n<p>EKFB is responsible for civils on 80km of the HS2 route to the south of BBV\u2019s section.<\/p>\n<p><em>CN <\/em>asked representatives of both JVs for further information.<\/p>\n<p>HS2 chief executive Mark Wild said last December that the client planned to renegotiate contracts with all four civils JVs across the whole of the London-to-Birmingham phase one route, a message Morris reinforced in his briefing, saying the client would be \u201ctalking to all the contractors\u201d.<\/p>\n<p>The other two JVs are Skanska Strabag Costain (SCS), which is the main London tunnels contractor; and the Align JV (Bouygues Travaux Publics, VolkerFitzpatrick and Sir Robert McAlpine), which is delivering 24km of infrastructure in the Chilterns, including the <a href=\"https:\/\/www.constructionnews.co.uk\/project-reports\/a-bridge-so-far-hs2s-colne-valley-viaduct-28-02-2023\/\">Colne Valley Viaduct<\/a> and the 16km Chiltern Tunnel.<\/p>\n<p>Morris envisages a relatively simpler renegotiation process with the Align JV and SCS.<\/p>\n<p>He said the former had \u201ceffectively finished their [main civil] works\u201d, adding that \u201cthere won\u2019t be a huge amount to renegotiate with them\u201d.<\/p>\n<p>He highlighted a major milestone passed by SCS in June with the completion of excavation work on the Northolt Tunnels, adding that renegotiating this JV\u2019s contract was a third-place priority behind EKFB and BBV.<\/p>\n<p>Morris said SCS benefited from using variable-density tunnel boring machines (TBMs) from German firm Herrenknecht, which reduced the risk of creating sinkholes during the tunnelling process.<\/p>\n<p>\u201cWe\u2019ve finished all the TBM drives in SCS, apart from the section between Old Oak Common to [Euston Station in] London. The TBMs will fire up early next year [from Old Oak Common and drive] towards Euston. It will probably take about a year and a half to finish those excavations.\u201d<\/p>\n<h3>Regaining control<\/h3>\n<p>Morris said that his focus is to \u201ceffectively gain control back again\u201d of the megaproject.<\/p>\n<p>He acknowledged the <em>Major Transport Projects Governance and Assurance Review<\/em>\u00a0by consultant James Stewart, who <a href=\"https:\/\/www.constructionnews.co.uk\/civils\/tier-ones-to-be-reviewed-after-hs2-stretched-market-beyond-capability-19-06-2025\/\">warned in June<\/a> that HS2\u2019s main civils contracts were \u201ctoo large to manage effectively\u201d.<\/p>\n<p>The Stewart report identified political instability, unrealistic scheduling, cost overruns and fragmented governance as factors undermining the HS2 programme.<\/p>\n<p>As a result, Stewart said, the HS2 supply chain was \u201cconstrained\u201d and flexibility reduced while delays mounted. The report also said that construction work had begun too hastily in April 2020.<\/p>\n<p>For the in-progress main civils jobs, Morris said his clear objective is to \u201cget the contractors to achieve what they say they\u2019re going to do\u201d in order to complete work in four years\u2019 time.<\/p>\n<p>He insisted there had already been an impact. \u201cThe contractors have got enough drawings today to build the things they need to build tomorrow,\u201d he said.<\/p>\n<p>Morris \u2013 who joined HS2 Ltd in January, a month after the Department for Transport confirmed the programme reset \u2013 meets every week with contractors to track progress in detail.<\/p>\n<p>These meetings give Morris \u201ca warm, fuzzy feeling\u201d that project directors are \u201cnow more attuned to what needs to be done on a weekly basis&#8230; I think that\u2019s made a huge difference\u201d, he said.<\/p>\n<p>In addition, monthly Productivity Executive Leadership Team sessions require project directors to report directly to Morris and Wild. \u201cProject directors from each of the stations and civils [schemes] sit in front of myself and Mark and explain what they\u2019ve done, whether that\u2019s achievements or not,\u201d he added.<\/p>\n<p>Morris also explained that HS2 was \u201cpurposely holding back\u201d on the start dates for contracting on rail systems, \u201cto ensure that the designs are in a good place so that when we physically start building, there\u2019s less things to go wrong\u201d.<\/p>\n<p>A sequencing \u201cfirebreak\u201d between the end of the civils plan and the start of the rail systems phase has been inserted to deal with variables such as weather conditions and to \u201cgive us a clean break opportunity to get the rail systems started\u201d, Morris said.\u00a0 <em>CN <\/em>understands that this gap varies from nine months for SCS to 18 months for EKFB.<\/p>\n<p>He added: \u201cWe may be able to move this forward a little bit in the event that things like weather work in our favour. But to make that decision today is an extremely challenging thing to do.<\/p>\n<p>\u201cIf you mobilise all the rail system guys to start, and they\u2019re twiddling their thumbs because of somebody not finishing because of weather [conditions], that\u2019s a major problem.\u201d<\/p>\n<p>An HS2 Ltd spokesperson said details of revised cost and schedule ranges \u201cwill be shared in due course \u2013 we need to take the time to get it right\u201d.<\/p>\n<p>The spokesperson added: \u201cA new reliable baseline is a critical output of the HS2 reset and we expect to have that in place next year.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>HS2 Ltd is prioritising the renegotiation of a pair of major civils contracts as part of a sweeping reset of the high-speed rail programme.
