London-based construction labour supplier Danny Sullivan\u2019s latest accounts show its pre-tax profit has slumped by more than two thirds.<\/p>\n

In its latest accounts for the 17 months to 31 December 2024, the firm\u2019s profit dropped to \u00a33.7m, from \u00a311.4m in the year ending 31 July 2023.<\/p>\n

In July \u2500 after the period covered by the accounts \u2500 it was removed by Bam<\/a> from the controversial HS2 \u2018bat tunnel\u2019 project after an investigation into labour supply issues.<\/p>\n

It came soon after Balfour Beatty<\/a> terminated all its agreements with the labour supply firm over the alleged misclassification of HS2 workers\u2019 employment status.<\/p>\n

Despite this, Danny Sullivan\u2019s directors, who signed off the accounts on 26 September 2025, said there have been \u201cno [post balance sheet] events since the period end which materially affected the company\u201d.<\/p>\n

They said they expected the company to continue to \u201ctrade successfully for the foreseeable future\u201d.<\/p>\n

\u201cThe company has a substantial order book for the 12 months from the date of approval of these financial statements and its forecasts indicate that it will continue to generate profit and positive cashflows for the foreseeable future,\u201d the accounts said.<\/p>\n

\u201cThe company continues to work on some of the largest construction and infrastructure projects currently in progress in the UK.<\/p>\n

\u201cThe company has a strong balance sheet with strong liquidity, a healthy order book from long-standing blue chip customers and no third party borrowing.<\/p>\n

\u201cAs a consequence, the directors believe that the company has adequate resources to continue in operational existence and that it is well placed to continue to manage its business risks successfully.\u201d<\/p>\n

The accounts recorded turnover of \u00a3240.8m compared with \u00a3143.8m in the previous 12-month period, and employed a monthly average of 43 administration staff and 1,509 staff in trades.<\/p>\n

There was no final dividend to shareholders but an interim payout of \u00a36.2m was made.<\/p>\n

Cash at bank increased from \u00a310.1m to \u00a313.8m. The firm held no external bank loans or overdrafts.<\/p>\n

\u201cThe year has experienced significant pressure on margins from government infrastructure projects and the company has taken actions to address this change in the business,\u201d directors said.<\/p>\n

Earlier this year, HS2 launched an internal investigation<\/a> into whistleblowing allegations that overinflated rates were charged for workers supplied to build in the West Midlands.<\/p>\n

Danny Sullivan told Construction News<\/em> it had undertaken a review into the \u201cerroneous engagement of a number of Construction Industry Scheme workforce operatives\u201d.<\/p>\n

\u201cThe findings and recommendations of this review were shared with Bam with any discrepancies being immediately addressed,\u201d it said.<\/p>\n

\u201cThis includes a small number of individuals having their employment transferred to Bam. Our labour supply to Bam continues across all other UK infrastructure projects.<\/p>\n

\u201cThis review took place in conjunction with a transformation programme to support ongoing and future partnerships across UK infrastructure projects.<\/p>\n
