The call for evidence asks dutyholders and industry bodies to share what works well, what causes confusion or duplication, and where guidance might be updated.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">\u201cConstruction has embraced digital technology, yet compliance often feels stuck in the past\u201d<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">LOLER has earned its place. Since 1998 it has helped shift construction towards risk-based management. It asks the right questions to make sure equipment is strong, stable and maintained properly, and that operations are planned and supervised by competent people. That foundation should not change. What must change is how we demonstrate compliance in 2025 because too much of the current process still lives on paper and in ring binders.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If you work on site, you know the pain points: certificates that go missing between subcontractors, inspection records that sit in someone\u2019s inbox, time spent chasing a document that should have been available at the point of work. None of that makes anyone safer. It simply slows people down and obscures the real safety picture.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The principles of LOLER are sound, but the system supporting it has not kept pace with how our industry actually operates. Construction has embraced digital technology in so many other areas, yet compliance often feels stuck in the past. We have the tools to do better, but our processes are still built around clipboards and filing cabinets.<\/span><\/p>\n<h3><span style=\"font-weight: 400;\">Making compliance \u2018obvious\u2019<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Digital records are the missing link. They are faster to produce, harder to lose and easier to verify. They can follow lifting equipment through the supply chain, give principal contractors instant status on site and create a clear audit trail when something is not right. That is how you save time and prevent incidents. You make compliance obvious where the work happens.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Imagine a situation where all LOLER providers use a system where each item of lifting equipment has a digital record attached. Inspection entries update as soon as the work is finished, and site managers can see compliance status in real time. This is not hypothetical \u2013 the technology already exists. The constraint is adoption. The regulatory framework should recognise that digital evidence is at least as robust as paper, and in many cases more so.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Health and Safety Executive (HSE) has signalled towards a targeted review rather than a complete rewrite, which is the right call. The goal is to maintain standards while improving clarity and modernising processes. That should be our industry\u2019s ask as well: less friction, not less rigour; digital by default, not digital as an optional extra.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The review is not just a formality. It is an open invitation for the people who use LOLER every day to help shape its future. The call for evidence runs until 11 November, and is aimed at equipment owners and users, manufacturers, importers, suppliers, dutyholders and anyone with relevant insight. The HSE is taking submissions through its <\/span><a href=\"https:\/\/consultations.hse.gov.uk\/hse\/loler-call-for-evidence\/?_ga=2.110288065.595585659.1761035849-288250039.1760527192\"><span style=\"font-weight: 400;\">online survey<\/span><\/a><span style=\"font-weight: 400;\">, and it is vital that those with first-hand experience of the system make their voices heard.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If you want less duplication, fewer grey areas and better assurance on site, this is the moment to say so. My view is simple: maintain the existing standard, but modernise how we demonstrate that it\u2019s being met.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">LOLER has done its job for more than two decades, but the construction industry it governs has changed beyond recognition. This review gives us a rare chance to make compliance smarter, faster and more transparent, without sacrificing safety.
