{"id":531849,"date":"2025-10-29T12:45:55","date_gmt":"2025-10-29T12:45:55","guid":{"rendered":"https:\/\/www.constructionnews.co.uk\/?p=531849"},"modified":"2025-10-29T16:45:35","modified_gmt":"2025-10-29T16:45:35","slug":"ray-of-hope-for-stalled-120m-luton-town-centre-job","status":"publish","type":"post","link":"https:\/\/www.constructionnews.co.uk\/buildings\/ray-of-hope-for-stalled-120m-luton-town-centre-job-29-10-2025\/","title":{"rendered":"Ray of hope for stalled \u00a3120m Luton town centre job"},"content":{"rendered":"<p>Work on Luton\u2019s \u00a3120m town centre regeneration scheme is set to resume in January, pending long-awaited approval from the Building Safety Regulator (BSR).<\/p>\n<p>Roger Kirk, director of property and infrastructure at Luton Borough Council, told a scrutiny finance review group meeting on Monday (27 October) that the council now has \u201ca constructive and open relationship\u201d with the BSR as it seeks to unfreeze the project.<\/p>\n<p>He added that all indications point to the regulator granting stage two sign-off by 7 November.<\/p>\n<p>\u201cIf that happens, we\u2019ll be back on site from 5 January,\u201d Kirk said.<\/p>\n<p><a href=\"https:\/\/www.constructionnews.co.uk\/contractors\/willmott-dixon\/\">Willmott Dixon<\/a> is the main contractor on The Stage scheme, which includes a pair of residential towers up to 10 storeys tall that will provide nearly 300 homes.<\/p>\n<p>A two-to-five storey mixed-use building, retail space and performance venue are also included in the plans.<\/p>\n<p>Kirk said the council has been working \u201cclosely\u201d with the contractor to keep the project within its current budget, but he acknowledged that ongoing running costs continued to accrue and were \u201cconstantly being monitored and reported\u201d.<\/p>\n<p>Willmott Dixon chief operating officer Stewart Brundell told\u00a0<em>Construction News: <\/em>\u201cThroughout the delay we have worked closely with Luton to minimise any cost increases to ensure the project can be delivered within their overall budget, we look forward to starting this very exciting and important project for Luton in January 2026.\u201d<\/p>\n<p>A spokesperson for the BSR described \u201csignificant progress in resolving the outstanding concerns\u201d, adding \u201cwe are moving forward towards a positive outcome\u201d.<\/p>\n<p>But a final decision depends on the outcome of discussions between the BSR and Bedfordshire Fire and Rescue Service, the regulator said.<\/p>\n<p>Work on The Stage had stalled due <a href=\"https:\/\/www.constructionnews.co.uk\/buildings\/building-safety\/bsr-and-council-clash-over-delayed-120m-town-centre-scheme-16-06-2025\/\">to delays in gaining regulatory approval under the post-Grenfell building safety regime<\/a>, after the BSR received Luton Council\u2019s stage two application in July 2022.<\/p>\n<p>The scheme is part-funded by a \u00a320m government Levelling Up grant, which must be spent by 2026.<\/p>\n<p>Despite the optimism expressed by Kirk, concerns were raised in Monday\u2019s meeting over whether the government funding could be maintained.<\/p>\n<p>But councillors were assured that the Department for Levelling Up, Housing and Communities was aware of the delays and had shown flexibility over timelines.<\/p>\n<p>At a finance scrutiny group meeting in June this year, Kirk said the council had lobbied senior government officials for action after branding the BSR \u201cunresponsive\u201d.<\/p>\n<p>But the BSR defended its position, telling <em>CN<\/em> the gateway two application had \u201cfallen some way below the required standard\u201d and that one version had been rejected entirely. It said it had chosen to work with the council in good faith, rather than issue an outright rejection.<\/p>\n<p>Earlier this month, the regulator said it was <a href=\"https:\/\/www.constructionnews.co.uk\/buildings\/building-safety\/gateway-two-backlog-set-to-be-eliminated-by-january-20-10-2025\/\">on track to clear its backlog of legacy gateway two building control applications<\/a>, covering 22,000 new-build homes, by January 2026.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Work on Luton\u2019s \u00a3120m town centre regeneration scheme is set to resume in January, pending long-awaited approval from the Building Safety Regulator (BSR).
