MPs and peers have called on ministers to take \u201cradical action\u201d to tackle the \u201csystemic\u201d problems that dog major infrastructure schemes such as HS2.<\/p>\n

In a new 36-page report, published on Wednesday (12 November), the All-Party Parliamentary Group (APPG) on Project Delivery laid out a string of recommendations for the government to address issues such as delays and overspending.<\/p>\n

\u201cBallooning budgets and growing timelines are a symptom of an approach to infrastructure delivery which is not working,\u201d said the group\u2019s chair, Labour MP Henry Tufnell.<\/p>\n

The APPG\u2019s solutions include forcing\u00a0 <\/span>government departments to have a chief project officer and ensuring the newly formed National Infrastructure and Service Transformation Authority (NISTA) has the \u201cteeth\u201d to oversee schemes from start to finish.<\/p>\n

The cross-party group, which formed in February this year, warned that many projects fall into the so-called \u201cvalley of death\u201d between policy and delivery.<\/p>\n

HS2 had to navigate six prime ministers, eight chancellors and nine transport secretaries before the cancellation of its northern leg in 2023, the report flagged.<\/p>\n

The APPG said a \u201cmajor shift\u201d was needed in government procurement to \u201censure early supplier involvement, the inclusion of project professionals throughout the process and lessons learned from other countries\u201d.<\/p>\n

Government procurement is also \u201coverly focussed\u201d on tier one contractors and more could be done to collaborate with SMEs, the group said.<\/p>\n

\u201cWhile larger firms are often well resourced, smaller firms typically offer more senior-led delivery teams, have shorter chains of command, can respond more quickly, and are more flexible and adaptable in their approach,\u201d the report said.<\/p>\n

The group also urged the government to use its 10-year infrastructure plan, published in June<\/a>, and NISTA to \u201cembed delivery discipline as a permanent feature of government\u201d. NISTA was established in April this year.<\/a>\u00a0<\/b><\/p>\n

This would mean \u201ctargets are set early, resources and accountability are clarified, and major projects are protected from short-term politics\u201d.<\/p>\n

The group said project management training should be expanded in Whitehall and made \u201cmandatory for senior civil servants and anyone managing a government project over \u00a310m\u201d.<\/p>\n

It added: \u201cAn accountable chief project officer role should be incorporated into government departments to ensure all areas of government understand how complex, long-term projects are delivered.\u201d<\/p>\n

The APPG also called on ministers to look at establishing a \u2018National Infrastructure Delivery Skills Roadmap\u2019 to \u201clock in a consistent talent pipeline aligned with long-term national infrastructure priorities\u201d.<\/p>\n

Tufnell concluded: \u201cOur current system is an obstacle to successful national infrastructure delivery. It\u2019s time for the government to clear the path to building a better future.\u201d<\/p>\n

The group\u2019s report was produced following its first inquiry since its formation.<\/p>\n

The Civil Engineering Contractors Association has backed the calls.<\/p>\n

\u201cInfrastructure is the backbone of the economy but for contractors to thrive they need the clarity and stability of predictable pipelines, realistic budgets, and procurement environment that drives innovation and efficiency,” its director of policy and public affairs Ben Goodwin said.
\n\u201cFor the UK\u2019s infrastructure and construction supply chain to succeed, payment and procurement mechanisms must keep pace with 21st century needs. To delivery value, companies must be engaged early, paid promptly, and treated fairly, so that the razor-thin margins they operate under do not undermine the ability of contractors – large and small – to invest in capability and delivery.”<\/p>\n

A Government spokesperson said: \u201cWe are fixing the failures of the past through our 10 Year Infrastructure Strategy, which brought together the government’s long-term plan for economic, housing and social infrastructure to drive growth for the first time.<\/p>\n
