{"id":532689,"date":"2025-11-14T10:55:39","date_gmt":"2025-11-14T10:55:39","guid":{"rendered":"https:\/\/www.constructionnews.co.uk\/?p=532689"},"modified":"2025-11-14T10:55:39","modified_gmt":"2025-11-14T10:55:39","slug":"higher-demand-pushes-scottish-procurement-alliance-framework-value-up-by-50","status":"publish","type":"post","link":"https:\/\/www.constructionnews.co.uk\/contracts\/higher-demand-pushes-scottish-procurement-alliance-framework-value-up-by-50-14-11-2025\/","title":{"rendered":"Higher demand pushes Scottish Procurement Alliance framework value up by 50%"},"content":{"rendered":"<p data-start=\"73\" data-end=\"250\">The value of a refurbishment and modernisation framework led by the Scottish Procurement Alliance (SPA) has increased by 50 per cent due to higher-than-anticipated demand.<\/p>\n<p data-start=\"252\" data-end=\"499\">The four-year Refurbishment and Modernisation Framework Agreement, which was originally valued at \u00a3100m when it was originally awarded, will now be worth \u00a3150m.<\/p>\n<p data-start=\"252\" data-end=\"499\">It began on 1 March 2024 and will run until the end of February 2028.<\/p>\n<p data-start=\"501\" data-end=\"699\">The SPA said the increase was needed to accommodate an \u201cunforeseen increased workload\u201d. It cited a level of demand that \u201ccould not reasonably have been foreseen\u201d during the original procurement process.<\/p>\n<p data-start=\"701\" data-end=\"1096\">The framework is run by the LHC Procurement Group on behalf of SPA and replaces the Whole House Framework (WH2).<\/p>\n<p data-start=\"701\" data-end=\"1096\">It allows registered social landlords and other public sector clients to procure a range of works across both residential and non-residential buildings.<\/p>\n<p data-start=\"701\" data-end=\"1096\">These include installation of kitchens and bathrooms, electrical work, painting and decorating, and external environmental works.<\/p>\n<p data-start=\"1098\" data-end=\"1361\">Five firms were originally named on the agreement: Everwarm, Hugh LS McConnell, McGregor Projects, Northseal Facades, and Compass Building &amp; Construction Services.<\/p>\n<p data-start=\"1098\" data-end=\"1361\">Following the modification, a further 16 firms were added to the framework, taking the total to 21 (see boxout).<\/p>\n<p data-start=\"1583\" data-end=\"1863\">The framework remains closed to new applicants and will continue under its original terms, other than the uplift in value.<\/p>\n<p data-start=\"1583\" data-end=\"1863\">Clients may include community benefit requirements in call-off contracts, including training opportunities, supply chain engagement and equality initiatives.<\/p>\n<p data-start=\"1865\" data-end=\"2000\" data-is-last-node=\"\" data-is-only-node=\"\">The agreement can be used by all contracting authorities in Scotland as defined under the Public Contracts (Scotland) Regulations 2015.<\/p>\n<div class=\"factfile\">\n<p><strong>Contractors on SPA Refurbishment and Modernisation Framework<\/strong><\/p>\n<ul>\n<li>Everwarm<\/li>\n<li>Hugh LS McConnell<\/li>\n<li>McGregor Projects<\/li>\n<li>Northseal Facades<\/li>\n<li>Compass Building &amp; Construction Services<\/li>\n<li>Bell Group<\/li>\n<li>CCG (Scotland)<\/li>\n<li>Chap Group (Aberdeen)<\/li>\n<li>Clark Contracts<\/li>\n<li>Easy Heat Systems<\/li>\n<li>GMG Contractors<\/li>\n<li>Lochlie Construction<\/li>\n<li>Ogilvie Construction<\/li>\n<li>Procast Building Contractors<\/li>\n<li>Robertson Construction Group<\/li>\n<li>D.
