10-Year Infrastructure Plan<\/a>.<\/p>\nIt paves the way for a public-private partnership (PPP) finance model to complete the new tunnel, with formal market engagement launching in 2026.<\/p>\n
Budget documents said: \u201cThe government has committed a further \u00a3891m to complete the publicly-funded works for the Lower Thames Crossing, the final tranche of government support to enable the private sector to take forward construction and long-term operation.\u201d<\/p>\n
It said that the government\u2019s preferred financing option at this stage is the Regulated Asset Base (RAB) model.<\/p>\n
The RAB model allows a private consortium to recover some of its costs during construction through regulated charges, rather than waiting until the asset is complete. This reduces financing risk for investors and can lower the overall cost of delivering major infrastructure.<\/p>\n
The government also confirmed it would use a PPP model to deliver 250 Neighbourhood Health Centres across England by 2030 to improve access to primary care and boost NHS productivity.<\/p>\n
Of the planned centres, 120 are expected to be operational within the next five years.<\/p>\n
The programme aims to co-locate services such as GPs, physiotherapists and community care teams in a single facility to streamline delivery and support a preventative model of care.<\/p>\n
New centres will be built in Birmingham, Barrow-in-Furness, Truro and Southall, with Hull and Barnsley cited as examples of areas already benefiting from similar models.<\/p>\n
The programme will be delivered under the NHS Neighbourhood Rebuild Programme, combining new-build projects with the upgrade and repurposing of underused buildings.<\/p>\n
It will be funded through a mix of public investment and public-private partnerships.<\/p>\n
However, all the projects will be appear on the government\u2019s balance sheet to ensure fiscal transparency.<\/p>\n
On transport, the government said that it would \u201csupport\u201d the extension of the Docklands light Railway to Thamesmead but added that the majority of costs would be met by Transport for London and Greater London Authority borrowing.<\/p>\n
There was silence in the Budget, however, on the Northern Powerhouse rail scheme.<\/p>\n
Trade magazine RAIL<\/em> reported that talks over the proposed route are currently deadlocked with the Department for Transport raising concerns about the benefit-to-cost ratio.<\/p>\nElsewhere in the Budget, chancellor Rachel Reeves announced he government is committing \u00a34.2m for the remediation of brownfield land in Port Talbot, subject to business case.<\/p>\n
Civil Engineering Contractors Association director of policy and public affairs Ben Goodwin welcomed the funding commitments.<\/p>\n
But he added that CECA rail and other core sectors lag behind energy projects.<\/p>\n
