It is a 59 per cent hike on the scheme\u2019s original budget of \u00a3330m.<\/p>\n<p class=\"p1\">In an update, the council said the project had been hit by a \u201cunique combination\u201d of challenges including a shortage of specialist labour, \u201cunprecedented materials and labour cost inflation\u201d, and subcontractor collapses.<\/p>\n<p class=\"p1\">\u201cSuch is the complexity of the project that any delay to one element of work has a knock-on impact on many others,\u201d the council said.<\/p>\n<p class=\"p3\">It added that three unnamed firms delivering works packages on the 148-year-old building had gone into administration in the past six months.<\/p>\n<p class=\"p3\">The scheme is now expected to complete in spring 2027, having originally been due to finish in summer 2024.<\/p>\n<p><a href=\"https:\/\/www.constructionnews.co.uk\/contractors\/lendlease\/\">Lendlease<\/a> was appointed as main contractor on the job in 2019. Since then, the Australian group sold its UK construction business to US private equity firm Atlas Holdings, which <a href=\"https:\/\/www.constructionnews.co.uk\/financial\/bovis-returns-as-uk-construction-brand-after-lendlease-sale-completes-31-03-2025\/\">resurrected the Bovis brand name<\/a>.<\/p>\n<p class=\"p1\">Deputy council leader Garry Bridges branded the project \u201cextraordinarily complicated\u201d and said it has had to \u201cnavigate a stream of challenges\u201d.<\/p>\n<p>He added: \u201cLike everyone, we have been frustrated by the increased time and cost involved. But if we had not acted decisively to invest in the future of this Victorian masterpiece, many parts of which were reaching the end of their natural lifespans, we would have seen it become unusable and obsolete.\u201d<\/p>\n<p class=\"p1\">The council announced around a year ago costs on the scheme\u00a0<a href=\"https:\/\/www.constructionnews.co.uk\/buildings\/delays-push-lendlease-town-hall-costs-up-by-100m-31-10-2024\/\">had risen by nearly \u00a3100m since it started, due to \u201chyperinflation\u201d, subcontractor claims and unexpected nesting falcons.<\/a><\/p>\n<p class=\"p1\">The council\u2019s executive will have to approve the \u00a395m increase in budget at a meeting on 10 December, with the extra funds having to be secured through borrowing.<\/p>\n<p>Bridges added: \u201cWe\u2019re glad that we\u2019re now on a confident path to completion in spring 2027, in time for the 150th anniversary of its original opening.
