Bouygues<\/a> Travaux Publics.<\/p>\nIn a statement yesterday (1 December), the ONR said its inspectors had identified that Bylor \u201cfailed to implement appropriate arrangements for the effective planning, organisation, control, monitoring and review of preventive and protective measures\u201d.<\/p>\n
\u201cMany of the Bylor buildings on the Somerset site are currently at an advanced stage of construction and these shortfalls resulted in inadequate general fire precautions, including a lack of an adequate emergency lighting system,\u201d the ONR said.<\/p>\n
ONR fire safety inspector Ray Cassar said fire safety is \u201cfundamental\u201d to protecting workers and the public at nuclear construction sites.<\/p>\n
\u201cOur inspectors found that fire safety arrangements at the Hinkley Point C site did not meet the standards we require, particularly given the scale and complexity of the ongoing construction work.<\/p>\n
\u201cWe also took into account several similar findings from previous inspections,\u201d he said.<\/p>\n
\u201cWe will work with Bylor JV to ensure they put proper systems in place to manage fire risks effectively and prevent similar issues arising in future.\u201d<\/p>\n
The enforcement action was served under the Regulatory Reform (Fire Safety) Order 2005.<\/p>\n
There were no consequences to employees, the public or the environment as a result of the shortfalls, the ONR said.<\/p>\n
However, the ONR identified the potential for harm and risk of serious injury, which required regulatory action.<\/p>\n
It has ordered that the improvements are completed by 30 June 2026. In the meantime, Bylor JV is expected to manage the risk profile accordingly, the ONR said.<\/p>\n
A spokesperson for Hinkley Point C said: \u201cWe are working closely with our main civils contractors, Bylor, to ensure that the appropriate enhancements are made to address the matters identified by the regulator.<\/p>\n
\u201cSafety is our overriding priority, and we are already acting to oversee improvements.\u201d<\/p>\n
