The government should encourage foreign retrofit and construction workers to come to the UK as part of a \u201csignificant new intervention\u201d to plug skill gaps \u2013 or risk missing its net zero targets, a committee of MPs has said.<\/span><\/p>\n

In a 61-page report published today, the House of Commons cross-party Energy Security and Net Zero Committee said ministers should also look at measures adopted by the Danish government to tackle its skills crisis, which include managing migration, contractual requirements on large projects for training apprentices, and tackling the image of construction.\u00a0<\/span><\/p>\n

The UK sector has previously called for <\/span>the easing of immigration rules to address the labour shortfall<\/span><\/a>.<\/span><\/p>\n

MPs wrote in the report that \u201cthere may be a need for the import of some specific skills from overseas, at least in the short term, to deliver on targets for clean energy and the decarbonisation of buildings\u201d.<\/span><\/p>\n

They added: \u201cThe government should, by the end of 2026, set out a range of further options for conditionality to leverage the short-term need for skilled immigration to boost the longer-term need for homegrown talent.\u201d<\/span><\/p>\n

The report also called on the government to work with the Construction Industry Training Board (CITB), Skills England and businesses \u201cto establish a nationally recognised, industry backed construction and retrofit skills programme”.<\/span><\/p>\n

It argued such an initiative would \u201cinspire new entrants, support experienced workers into teaching roles, and ensure the sector attracts a wide and diverse workforce\u201d.<\/span><\/p>\n

The MPs said there was evidence that the current system \u201clacks alignment between education and industry, and that professional pathways remain unclear to prospective entrants\u201d.<\/span><\/p>\n

As part of government attempts to tackle the long-running skills shortage, <\/span>\u00a3745m of funding<\/span><\/a> was announced in March to train 60,000 construction workers.<\/span><\/p>\n

In April, ministers unveiled plans to equip up to 18,000 people with the skills to install heat pumps, solar panels and insulation, and to work on heat networks.<\/span><\/p>\n

The committee said more should also be done to promote construction and retrofit careers to \u201cunderrepresented groups\u201d, including women and ethnic minorities.<\/span><\/p>\n

\u201cA national programme, backed by CITB or a comparable body, could raise the profile of construction and retrofit as mission-driven, net-zero careers; improve the attractiveness and clarity of pathways; and support higher-quality, employer-endorsed training,\u201d the MPs added.<\/span><\/p>\n

A CITB spokesperson told <\/span>Construction News <\/span><\/i>that it was \u201cready to work with government, industry and training providers to ensure that the country has a healthy and competent retrofit workforce to support the government\u2019s ambitions\u201d.<\/span><\/p>\n

They pointed out that the CITB was backing the development of a repair, maintenance and improvement sector skills plan, and published a<\/span> net-zero toolkit last year<\/span><\/a>.\u00a0<\/span><\/p>\n

Andrew Eldred, deputy chief executive of the Electrical Contractors Association said that any retrofit skills programme should be “sector-led” rather than CITB-led.<\/p>\n

He added that the Energy Security and Net Zero Committee <\/span>report lacked “recognition of the way in which recent Government-imposed increases to employment costs<\/a> are now having a depressing effect on the appetite of businesses \u2013 and especially SMEs \u2013 to take on apprentices and trainees”.<\/p>\n

The latest official job vacancy figures show there are<\/span> around 30,000 places to fill in the construction sector<\/span><\/a>, half of which cannot be achieved due to a lack of the required skills \u2013 the highest rate of any sector.<\/span><\/p>\n

Among its other recommendations, the committee called for ministers to \u201cexpand and formalise\u201d \u2018try before you buy\u2019 training opportunities to \u201cimprove conversion rates from training into employment\u201d.<\/span><\/p>\n

The government should also allow devolved governments to give councils a bigger role in accelerating the rollout of retrofit, the MPs said.<\/span><\/p>\n

Ministers were urged to give the Office for Clean Energy Jobs and Skills England the \u201cauthority and resources to ensure the necessary consistency that will make skills portable across the country, in both the clean energy and the retrofit workforces\u201d.<\/span><\/p>\n

The MPs also called for the government to publish its Warm Homes plan \u201cas soon as possible\u201d, saying it was \u201ccrucial for retrofit workforce planning\u201d.<\/span><\/p>\n

A Department for Energy Security and Net Zero spokesperson said: \u201cAs part of this government\u2019s commitment to clean energy, we have set out plans to train up to 18,000 skilled workers to install heat pumps, fit solar panels, install insulation and work on heat networks.<\/span><\/p>\n
