{"id":534208,"date":"2025-12-08T11:16:19","date_gmt":"2025-12-08T11:16:19","guid":{"rendered":"https:\/\/www.constructionnews.co.uk\/?p=534208"},"modified":"2025-12-09T09:25:46","modified_gmt":"2025-12-09T09:25:46","slug":"verbally-abusive-roofer-who-refused-to-assist-hse-fined","status":"publish","type":"post","link":"https:\/\/www.constructionnews.co.uk\/legal\/verbally-abusive-roofer-who-refused-to-assist-hse-fined-08-12-2025\/","title":{"rendered":"\u2018Verbally abusive\u2019 roofer who refused to assist HSE fined"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">A \u201cverbally abusive\u201d roofer is facing a bill of more than \u00a34,000 after refusing to cooperate with the Health and Safety Executive (HSE).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Steven Hendry, trading as Apex Roofing &amp; Property Services, was seen carrying out roof-replacement work without any scaffolding in place, the HSE said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The regulator itself then identified Hendry carrying out unsafe work on a roof, it said, which led to a prohibition notice being served.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">More information was requested from Hendry, but he failed to comply and \u201ccompletely ignored the prohibition notice\u201d, continued to work without scaffolding and was \u201cverbally abusive\u201d towards the inspector, according to the HSE.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As well as ignoring the request for more information, Hendry went on to do further work without scaffolding and did not attend court, with a warrant then issued for his arrest, the inspectorate said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Hendry, from Liskeard in Cornwall, pleaded guilty to an offence under Section 20 of the Health of Safety at Work Act, the HSE said. He was fined \u00a3400 and ordered to pay costs of \u00a33,852 at Plymouth Magistrates\u2019 Court last month.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to the watchdog, the court ordered Hendry to provide the information requested by the HSE by 1 March 2026.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">HSE inspector Hatti Shipp said: \u201cPart of our role to prevent further risk of injury is to follow up with companies or individuals who work unsafely, ensuring they are held accountable for improving conditions for workers and demonstrating to the HSE that they have done so.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIn this case, the defendant made it impossible for us to conduct this work and confirm the safety of those he was paying to undertake roof work.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cNot only did Hendry demonstrate a flagrant disregard to HSE and its powers, he was also verbally abusive to me in the process.\u201d<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A \u201cverbally abusive\u201d roofer is facing a bill of more than \u00a34,000 after refusing to cooperate with the Health and Safety Executive (HSE).
