Cuts to course funding by the Construction Industry Training Board (CITB) could threaten site safety and exacerbate the shortfall in experienced site managers, the sector has warned.<\/span><\/p>\n

On Monday (8 December), the CITB<\/span> announced it will scrap funding for short courses and level 7 qualifications<\/span><\/a> from January.<\/span><\/p>\n

The sudden move came after the skills body warned that without action, its reserves \u2013 which stand at \u00a378.9m \u2013 would drop to below its minimum reserve level of \u00a350m by March.<\/span><\/p>\n

It said that the level of CITB grant being claimed will shortly exceed the levy paid in by employers.<\/p>\n

However, industry figures said the cuts raise further questions about the benefits of paying the CITB levy.<\/span><\/p>\n

From 8 January, funding for<\/span> level 7 qualifications<\/span><\/a> will be withdrawn, while short-course training grants will be removed and replaced by funding for SMEs through Employer Networks, the CITB said.<\/span><\/p>\n

Employer Networks, which were set up in 2022 by the CITB, allow firms to report back to their trade bodies on what courses they need. These are then passed on to the CITB.<\/span><\/p>\n

Large employers will have a separate fund from 1 April 2026.<\/p>\n

The CITB said the increase in demand for its services was not matched by an increase in levy, and that without intervention it would be unable to maintain its existing programmes.<\/span><\/p>\n

It explained that demand for its services had risen by 36 per cent over the past four years.<\/span><\/p>\n

Jemma Carmody, director of the Civil Engineering Contractors Association\u2019s Yorkshire branch, said the lack of consultation and late notice would be \u201cextremely challenging for contractors and the wider supply chain, many of whom make substantial levy contributions\u201d.<\/span><\/p>\n

\u201cLevel 7 qualifications are not optional luxuries,\u201d she said.<\/span><\/p>\n

\u201cThey underpin day-to-day site safety and the technical and commercial capabilities required to deliver complex infrastructure schemes.\u201d<\/span><\/p>\n

Rico Wojtulewicz, head of policy and market insight at the National Federation of Builders, told <\/span>Construction News<\/span><\/i> that the end of level 7 funding was \u201cfrustrating\u201d and would exacerbate the shortage of highly trained managers.<\/span><\/p>\n

\u201cConstruction management is a very important part of the industry; we need people who are very experienced to manage these sites,\u201d he said. That training, he added, is \u201cbest done within companies\u201d.<\/span><\/p>\n

\u201cIf we get fewer people who are able to manage sites, that is a concern we would have.\u201d<\/span><\/p>\n

Beena Nana, head of skills at the Finishes and Interiors Sector (FIS) industry body, said the \u201ctiming and depth of cuts will be a real kick in the teeth to many who have set budgets and committed to training plans\u201d.<\/span><\/p>\n

\u201cWe recognise the CITB\u2019s need to manage rising demand, but the brutal reality for employers in the finishes and interiors sector is that these changes will make it even harder to see tangible returns on their levy investment,\u201d she added.<\/span><\/p>\n

The CITB will fund level 7 courses booked by 8 December. Firms will need to prove they booked by that date for courses to be taken between 8 January and the end of March.<\/span><\/p>\n

Meanwhile, Wojtulewicz welcomed the increased focus on Employer Networks.<\/span><\/p>\n

\u201cIt\u2019s less paperwork, and you don\u2019t need to apply for funding because it is already there [for those courses],\u201d he said.<\/span><\/p>\n

Carmody agreed that the networks had \u201chelped many smaller firms to engage with the CITB and access training\u201d.<\/span><\/p>\n

But she added: \u201cThey are not yet an adequate replacement for direct short-course grant support and do not currently support the specialist sectors, such as infrastructure, sufficiently.<\/span><\/p>\n

\u201cThe decision to reduce funding and to remove large employers from Employer Networks incurs a real risk of creating gaps in provision.\u201d<\/span><\/p>\n

Wojtulewicz also backed the CITB\u2019s decision to withdraw funding for first-aid training from January.<\/span><\/p>\n

\u201cThe CITB is about trades \u2013 it should be training people to get them into construction,\u201d he said.<\/span><\/p>\n

\u201cIt\u2019s good that people understand the principles of construction, but the main focus should always be on training people to do construction work.\u201d<\/span><\/p>\n

The CITB said in a statement that it must \u201cprioritise funding for training that supports entry into the industry, upskilling or improved productivity\u201d.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
