Remediation of brownfield land needs boosting to vamp up near-stagnant materials sales, a leading trade body has said.<\/p>\n

Sales of building materials inched up 0.8 per cent in the year to September 2025, according to the latest Builders Merchant Building Index (BMBI), compiled by the Builders Merchants Federation (BMF).<\/p>\n

The BMF in part blamed stalled remediation of brownfield land and a delay to gateway two applications for the slow increase in sales, which came despite a fall in materials prices.<\/p>\n

John Newcomb, chief executive at the BMF, called for a \u201cjumpstart\u201d to get the building sector moving.<\/p>\n

He said more assistance was needed \u201cto help assemble parcels of land, and remediate industrial or poor-quality land, to encourage more plots to come forward for development\u201d.<\/p>\n

London in particular, he said, had seen \u201cstalled growth [\u2026] reflecting a significant lack of confidence among consumers and businesses\u201d.<\/p>\n

\u201cWhat we\u2019re not seeing is the typical uptick in demand as the prices of building materials fall,\u201d he added.<\/p>\n

Newcomb also highlighted the time it takes for high-rise projects to progress through gateway two due to a backlog at the Building Safety Regulator.<\/p>\n

\u201cThis is a much-discussed barrier by housebuilders and property developers,\u201d he said.<\/p>\n

Newcomb acknowledged some growth in regions of the UK outside of London, but warned of \u201cconcern\u201d among BMF members that the market \u201cremains very fragile\u201d and that the current situation in London may \u201cherald further stagnation across the UK\u201d.<\/p>\n

The Labour government pledged last June to build 1.5 million homes<\/a> during this parliament, but Newcomb warned of a \u201csignificant gap\u201d between the government\u2019s ambitions and what is being achieved on the ground.<\/p>\n

\u201cWithout government intervention it is going to be difficult to move out of a stagnant market, not just in London, but across the UK,\u201d he said.<\/p>\n

The BMF\u2019s warnings follow similar data from the purchasing managers\u2019 index released last week<\/a>, which showed the construction industry’s output declined for the 11th month in a row in November.<\/p>\n

After 10 months,<\/a> it became the longest period of decline since the 2008 financial crash, and November’s decline was the worst since May 2020, when almost all housebuilding stopped and many other sites were shut due to the Covid pandemic.<\/p>\n

Consultancy Rider Levett Bucknall also warned earlier this week that construction businesses continue to face pressure from rising input costs<\/a>, including wage inflation and increased material prices, outpacing modest tender price uplifts.<\/p>\n","protected":false},"excerpt":{"rendered":"
