Contractor Babcock Rail has slipped to a pre-tax loss after work dried up on a number of frameworks and some client budgets decreased.<\/p>\n

Babcock Rail reported a pre-tax loss of \u00a35.2m in the year to 31 March 2025, after it made a pre-tax profit of \u00a34.8m in the prior year.<\/p>\n

The firm put the loss down to a host of reasons, including a cut budget at Northern Ireland\u2019s Translink and a slowdown of work on some major frameworks.<\/p>\n

Turnover at the UK\u2019s 99th<\/sup> largest contractor<\/a> fell by a third \u2013 from \u00a3171m to \u00a3116.3m \u2013 as it closed out projects on multiple frameworks.<\/p>\n

Cash dipped from \u00a331.1m to \u00a35.9m.<\/p>\n

Daniel Hall, finance director at Babcock International \u2013 Babcock Rail\u2019s parent group \u2013 said trading last year was \u201creflective of underlying market conditions, which have resulted in reductions in revenue associated with transition to a new control period\u201d.<\/p>\n

\u201cThe revenue on the contract has historically been lower following transition between control periods,\u201d he added.<\/p>\n

Control Period 7 (CP7) started on 1 April last year and runs until the end of March 2029.<\/p>\n

Hall also pointed to a \u201creduction in revenue against the Translink frameworks\u201d, after Babcock Rail completed \u201csignificant projects\u201d for the Northern Irish rail body last year and Translink reduced its annual funding.<\/p>\n

Babcock Rail\u2019s revenue from the Medium Signalling Framework in Scotland more than halved as well, as it ended last year and only \u201crepresent[ed] close out of exiting projects\u201d.<\/p>\n

The contractor did \u00a37.2m worth of work on the framework in 2024\/25, in comparison to \u00a320.4m.<\/p>\n

Hall said market conditions also led to \u201cthe completion of significant customer projects alongside the transition of frameworks upon value expiry\u201d.<\/p>\n

The dip in activity pushed Babcock Rail to carry out a \u201cnumber of restructure activities\u201d across the business, which cost \u00a32.7m in total.<\/p>\n

The business is now structured around its two primary delivery streams, Rail Systems Alliance Scotland, and Rail Systems.<\/p>\n

Babcock Rail also reported \u00a38.5m of provisions for the years ahead, up from \u00a31.5m. The majority was a \u00a35.2m legal provision relating to late payment interest charges and penalties linked to\u00a0 \u201cpotential compliance errors\u201d around supplier payments. Those related to the Construction Industry Scheme and Domestic Reverse Charge VAT payment.<\/p>\n

It also included a \u00a32.4m provision relating to \u201cdilapidation costs\u201d and contractual obligations on infrastructure.<\/p>\n

Hall said he was \u201cconfident\u201d about the company\u2019s future trading prospects, due to its \u00a316.7m order book, the market opportunities looking forward and its \u201cstatus on a number of zero-valued frameworks\u201d.<\/p>\n

Its number of employees dropped from 745 to 676, with its wages bill falling from \u00a355.9m \u00a348.7m.<\/p>\n

Babcock Rail’s comments on the transition to a new control period mirror dissatisfaction expressed by other industry figures at the speed in which rail work was flowing through to suppliers. In January, engineering services contractor Renew Holdings blamed reduced profit forecasts on delays in Network Rail<\/a> projects for a fall in profit.<\/p>\n
