Construction also remained the deadliest industry in 2024\/25, with 35 fatalities, accounting for 28 per cent of all 124 workplace deaths across the UK.<\/p>\n<blockquote><p>\u201cWe need more unannounced visits, faster prosecutions, and penalties that genuinely influence behaviour\u201d<\/p><\/blockquote>\n<p>In a modern industry using sophisticated equipment, digital modelling, and clearer guidance than ever, this level of harm is indefensible. It reflects not only an inability to protect workers but an environment where enforcement has fallen far behind the risks.<\/p>\n<p>Representing injured workers and bereaved families, I see the same patterns repeated. These are rarely freak accidents or unforeseeable events. They are system failures: inadequate supervision, poor training, weak permit-to-work processes, and a culture where production pressures quietly override safety. Far too often, companies confront safety only after a life-altering injury or fatality.<\/p>\n<h3>Better enforcement<\/h3>\n<p>The law is clear, but it is not enforced with the rigour needed to deter non-compliance. After years of resource constraints, HSE inspections are less frequent and more predictable. Several of my clients\u2019 accidents occurred on sites that had not seen an inspector for years. When inspections are unlikely and meaningful sanctions even rarer, deterrence collapses and safety becomes negotiable.<\/p>\n<p>The government must urgently strengthen enforcement. We need more inspections, unannounced visits, faster prosecutions, and penalties that genuinely influence corporate behaviour. When fines for major breaches can still be absorbed as operational inconvenience rather than a catalyst for cultural change, something is deeply wrong.<\/p>\n<p>Practical loopholes also persist. Agency labourers often receive inadequate training because responsibility for induction is passed between multiple parties. Subcontractors face pressure to accept unsafe work to meet unrealistic programmes. Main contractors rely on paperwork-heavy systems that appear robust but fail to ensure real-world compliance. When something goes wrong, accountability is diluted across long supply chains, and no one feels directly responsible until investigators arrive.<\/p>\n<p>Closing these gaps requires both regulatory pressure and industry leadership. Regulators must tighten oversight of multi-tier subcontracting, apply competence standards consistently, and require evidence of workforce engagement in risk control. But the largest contractors also shape the culture of the whole sector. When expectations are high at the top, behaviours improve throughout the chain. When corners are cut at senior levels, they often disappear entirely by the time work reaches the ground.<\/p>\n<p>We also need major investment in frontline supervisors. Many incidents stem not from recklessness but from supervisors lacking the confidence, authority or training to challenge unsafe practices. Empowering these individuals is one of the fastest and most effective ways to reduce harm.<\/p>\n<p>The HSE\u2019s figures are not abstract statistics; they represent people. They are disrupted livelihoods, devastated families, altered futures. And they are preventable. If the government strengthens enforcement and if contractors commit not only to compliance but to genuine cultural change, we can reverse these trends.
