Philip Hoare<\/h3>\n

Following in the footsteps of industry titan Leo Quinn is no small task \u2013 but it is the one faced by Philip Hoare, who became chief executive of Balfour Beatty in September. Expectations are high for the former AtkinsR\u00e9alis chief operating officer, who took the helm of the UK\u2019s biggest contractor with the ringing endorsement of his predecessor. \u201cI think we\u2019ve got a leader who can take the business to the next level,\u201d Quinn said of Hoare, while also joking that the new boss was \u201cmuch nicer than me\u201d.<\/p>\n

Hoare himself did nothing to dampen the mood, saying Balfour Beatty was \u201cin a strong position for the future… with significant opportunities ahead and a talented team in an industry that is rapidly evolving\u201d.<\/p>\n

The contractor held a record \u00a319.5bn order book in the first half of 2025 and had identified an even greater pipeline of opportunities. All eyes will now be on how the new chief delivers in his first full year in charge.<\/p>\n

\n

Thouria Istephan<\/h3>\n

Thouria Istephan was appointed the government\u2019s interim chief construction advisor in September, a role in which she will advise ministers on building safety and regulatory reform. Created in 2009, the post was shelved in 2015, but its resurrection with a different remit was recommended in the Grenfell Inquiry report. Istephan\u2019s appointment comes a year after she made a heartfelt speech at the final report\u2019s launch, saying the inquiry\u2019s work had \u201cleft a mark\u201d on her. A former architect, Istephan has extensive experience in health and safety, as well as knowledge of fire and building safety standards. She will be in the role until September 2026.<\/p>\n<\/div>\n

Stuart Togwell<\/h3>\n

\"\"<\/p>\n

Another hard act to follow is Andrew Davies, the man who turned debt into cash surplus at Kier and returned the construction giant to the FTSE 250 during a highly respected six-year stint. Replacing him is Stuart Togwell, who stepped up from managing director of construction at the Manchester firm in November.<\/p>\n

While he has been in the industry since the 1980s, this is by far Togwell\u2019s biggest job. Ahead of starting the role, he said he \u201clooked forward to working with Kier\u2019s exceptional teams to drive success and growth and deliver for our customers, our communities and this industry that I am so passionate about\u201d.<\/p>\n

Chairman Matthew Lester said the new chief executive had \u201cplayed a pivotal role\u201d in the transformation of the contractor under Davies and was \u201cideally suited\u201d to lead the firm, which broke through the \u00a34bn-turnover barrier in the year to June 2025.<\/p>\n

\n

Charlie Pugsley<\/h3>\n

\"\"<\/p>\n

If 2025 was a big year for Charlie Pugsley, then 2026 is likely to be even bigger. Last year, the deputy commissioner of London Fire Brigade became chief executive of the Building Safety Regulator (BSR) as Philip White stepped down from the high-profile role. Pugsley has a huge task ahead of him, maintaining confidence in post-Grenfell construction processes while making inroads into the huge waiting lists that have built up for key approvals .<\/p>\n

Pugsley has certainly made his mark so far, with the announcement that the backlog of gateway two decisions would be cleared by this month. However, his team has their work cut out to get through the much larger queue of cladding remediation decisions sitting in the system.<\/p>\n<\/div>\n

Amy Rees<\/strong><\/p>\n

\"\"<\/p>\n

Former prisons chief Amy Rees will hope to have the government\u2019s housebuilding targets on lockdown in her role as chief executive of V. It\u2019s a tough ask even for someone with Rees\u2019 background. Construction Products Association economics director Noble Francis said last summer that housebuilding levels were well behind those needed \u201cto get anywhere near the target of 1.5 million additional homes in England in the five-year parliament\u201d.<\/p>\n

Rees, who was governor of Brixton Prison in 2008 and was director-general of the Ministry of Justice before her Homes England appointment last August, was bullish about her mission. \u201cThe housing crisis is one of the most urgent challenges facing sour country, and I look forward to working closely with colleagues, government, industry and communities to deliver the homes and places people need,\u201d she said.<\/p>\n

\n

Det Supt Garry Moncrieff<\/strong><\/p>\n

\"\"<\/p>\n

With a key role in the police investigations into the events leading up to the Grenfell Tower fire, Det Supt Garry Moncrieff could be busy in 2026. With the 2024 Grenfell Tower Inquiry phase two report having been pored over for more than a year, criminal proceedings are expected to emerge next year.<\/p>\n

Debarment investigations into seven organisations, which could lead to bans on public work, were paused in the summer so as not to influence the police investigation. All parts of the industry will be watching closely to see how the criminal investigations unfold. Any organisations convicted could find themselves out of the running for big government contracts while there have been calls for individuals found guilty of certain offences to face jail. As we move towards nine years since the tragic West London fire, appetite for justice remains fierce.<\/p>\n<\/div>\n

Chris McDonald<\/h3>\n

\"\"<\/p>\n

In September, steel-industry stalwart-turned-politician Chris McDonald became the 27th construction minister since the turn of the century. The MP for Stockton North was given the brief as part of the autumn reshuffle prompted by housing secretary Angela Rayner\u2019s resignation. He will be spread thin. Working across the departments of business and energy, McDonald has 19 areas to cover including infrastructure, advanced manufacturing and green skills.<\/p>\n

History suggests he won\u2019t have long to make his mark, with the average construction minister tenure of the past 25 years being less than 12 months. Industry eyes will be looking to see his attendance at Construction Leadership Council board meetings, where he is expected to be co-chair. His predecessor Sarah Jones attended just three of these summits in almost a year.<\/p>\n

\n

Dame Judith Hackitt<\/strong><\/p>\n

\"\"<\/p>\n

Building-safety icon Judith Hackitt\u2019s latest role tasks her with sorting out the thorny area of local authority building control. The former Health and Safety Executive chair and author of the high-profile post-Grenfell review of building regulations was last year named chair of the Building Control Independent Panel.<\/p>\n

This was set up to fulfil the government\u2019s pledge to establish an independent group \u201cto consider how to address conflicts and commercial interests in building control and whether there needs to be a change to the delivery model for building control decisions\u201d.<\/p>\n

The panel sent out a call for evidence in the summer asking questions such as whether there should be a minimum number of inspections prescribed for different types of buildings and \u201cif so, at what stages should these take place?\u201d A response to this view-gathering exercise is eagerly awaited by the industry, with Hackitt once more the centre of attention.<\/p>\n<\/div>\n

Ruth Todd<\/strong><\/p>\n

\"HS2_chief<\/p>\n

As operations and supply chain director at Rolls Royce SMR, which was last summer named preferred bidder for delivery of a \u00a32.5bn fleet of small modular reactors, Ruth Todd is sure to receive a number of LinkedIn connection requests in 2026. An exceptionally experienced figure, she has worked in the automotive industry, recruitment, logistics, defence and health sectors, among others.<\/p>\n

She was chief commercial officer on HS2 for more than two years and programme director on the Vaccine Task Force at the height of the Covid pandemic. When appointed by Rolls Royce SMR in 2024,Todd said she was \u201cexcited\u201d to devote her experience to the business, hailing the opportunity to \u201ctransform power generation\u201d.<\/p>\n

Various hurdles remain to successful delivery of nuclear energy from modular reactors, but contractors will be keen to help out on the journey.<\/p>\n

\n

Paul McNerney<\/h3>\n

\"\"<\/p>\n

After more than a quarter of a century at Laing O\u2019Rourke, Paul McNerney took the reins at Severfield last year. It is not a straightforward job. The steel contractor last March issued a profit warning, blaming delays on an unspecified \u201clarge project\u201d and hits to client confidence. Severfield chair Charlie Cornish said McNerney\u2019s strategic and operational experience positioned him to lead the group \u201cthrough its rebuilding process to the next phase of its growth and innovation\u201d. A chartered surveyor, he is a member of the CBI UK Competitiveness Committee and serves on the Liverpool\u2013Manchester Railway Partnership Board.
