Expectations are high for the former AtkinsR\u00e9alis chief operating officer, who took the helm of the UK\u2019s biggest contractor with the ringing endorsement of his predecessor. \u201cI think we\u2019ve got a leader who can take the business to the next level,\u201d Quinn said of Hoare, while also joking that the new boss was \u201cmuch nicer than me\u201d.<\/p>\n<p>Hoare himself did nothing to dampen the mood, saying Balfour Beatty was \u201cin a strong position for the future&#8230; with significant opportunities ahead and a talented team in an industry that is rapidly evolving\u201d.<\/p>\n<p>The contractor held a record \u00a319.5bn order book in the first half of 2025 and had identified an even greater pipeline of opportunities. Created in 2009, the post was shelved in 2015, but its resurrection with a different remit was recommended in the Grenfell Inquiry report. Istephan\u2019s appointment comes a year after she made a heartfelt speech at the final report\u2019s launch, saying the inquiry\u2019s work had \u201cleft a mark\u201d on her. A former architect, Istephan has extensive experience in health and safety, as well as knowledge of fire and building safety standards. Replacing him is Stuart Togwell, who stepped up from managing director of construction at the Manchester firm in November.<\/p>\n<p>While he has been in the industry since the 1980s, this is by far Togwell\u2019s biggest job. Last year, the deputy commissioner of London Fire Brigade became chief executive of the Building Safety Regulator (BSR) as Philip White stepped down from the high-profile role. Pugsley has a huge task ahead of him, maintaining confidence in post-Grenfell construction processes while making inroads into the huge waiting lists that have built up for key approvals .<\/p>\n<p>Pugsley has certainly made his mark so far, with the announcement that the backlog of gateway two decisions would be cleared by this month. It\u2019s a tough ask even for someone with Rees\u2019 background. With the 2024 Grenfell Tower Inquiry phase two report having been pored over for more than a year, criminal proceedings are expected to emerge next year.<\/p>\n<p>Debarment investigations into seven organisations, which could lead to bans on public work, were paused in the summer so as not to influence the police investigation. All parts of the industry will be watching closely to see how the criminal investigations unfold. Any organisations convicted could find themselves out of the running for big government contracts while there have been calls for individuals found guilty of certain offences to face jail. The MP for Stockton North was given the brief as part of the autumn reshuffle prompted by housing secretary Angela Rayner\u2019s resignation. He will be spread thin. Working across the departments of business and energy, McDonald has 19 areas to cover including infrastructure, advanced manufacturing and green skills.<\/p>\n<p>History suggests he won\u2019t have long to make his mark, with the average construction minister tenure of the past 25 years being less than 12 months. Industry eyes will be looking to see his attendance at Construction Leadership Council board meetings, where he is expected to be co-chair. An exceptionally experienced figure, she has worked in the automotive industry, recruitment, logistics, defence and health sectors, among others.<\/p>\n<p>She was chief commercial officer on HS2 for more than two years and programme director on the Vaccine Task Force at the height of the Covid pandemic.
