Seven new hospitals being built to replace reinforced aerated autoclaved concrete- (RAAC-) affected buildings will be delayed by three years and miss their 2030 deadline.<\/p>\n

An independent report commissioned by the Department of Health and Social Care (DHSC) in 2022 recommended that hospitals in the government’s New Hospital Programme with RAAC issues should be replaced by 2030 at the latest. A revised timetable<\/a> for the programme was published this time last year.<\/p>\n

However, its latest report, published today (16 January), the NAO said: \u201cDespite being prioritised under the revised plan, these hospitals will not be replaced by this date.”<\/p>\n

It said that this delay raised concerns over patient safety and rising costs.<\/p>\n

The NAO said a December 2025 report revealed that the seven hospitals would only be able to remain operational beyond 2030 with \u201csignificant operational and clinical risk and cost\u201d.<\/p>\n

In its last report, published in 2023, the NAO warned that the NHP was not delivering value for money and that the 2030 target of 41 new hospitals was not achievable.<\/p>\n

The \u00a356bn plan aims to deliver 19 new hospitals, 19 new buildings to existing hospitals, two refurbishments and one more scheme yet to be decided, in four waves.<\/p>\n

The government has allocated the NHP around \u00a39.6bn from 2025\/26 to 2029\/30 and plans to provide around \u00a33bn a year from 2030\/31 to complete the programme.<\/p>\n

The NAO said the estimated cost of the NHP had increased by 50 per cent since its last report in 2023.<\/p>\n

It also warned that some of the RAAC-affected hospitals, such as West Suffolk Hospital in Bury St Edmunds, already appeared to be facing timetable and budgetary pressures against the revised plans.<\/p>\n

The NAO report concluded that the DHSC must maintain \u201crigorous oversight of the programme to keep it on track, learn lessons between schemes and waves of construction\u201d.<\/p>\n

It warned there could be \u201csignificant delivery risks\u201d\u00a0over the next five years.<\/p>\n

\u201cOver the next few years, with construction due to begin on all wave one schemes by around 2028, there are risks of delivery slipping against a challenging schedule,\u201d it said.<\/p>\n

\u201cThere is little contingency for cost pressures up until 2029\/30, with a risk that cost pressures in the earlier waves could have a knock-on impact, eroding contingency and delaying progress with later waves.\u201d<\/p>\n

However, it added that the government\u2019s reset of the NHP in January 2025 hads given it a \u201cmore realistic timetable\u201d.<\/p>\n

Gareth Davies, head of the NAO, said: \u201cThe reset of the NHP gives the department a firmer platform to deliver long\u2011term improvements, and its ambition to transform hospital infrastructure has real potential provided designs are rigorously tested and programme delivery is well managed.”<\/p>\n

Part of the NHP will see a new standardised hospital in-patient bedroom design, Hospital 2.0 (pictured), rolled out to improve efficiency, which is being developed by modular specialist Reds10<\/a>.<\/p>\n

Milton Keynes Hospital, due to open in 2031\/32, will be the first hospital built to the design.<\/p>\n

In total, 10 out of 16 hospitals in the first wave will be built to the new design.<\/p>\n

These include Hillingdon Hospital in north west London and North Manchester General Hospital, both of which are expected to open up to two years earlier as a result.<\/p>\n

However, the NAO said others will be delayed by up to 10 years.<\/p>\n

\u201cMost other hospital schemes are now planned to be delivered later than when we last reported,\u201d it said.<\/p>\n

\u201cAmong those most affected are Torbay, Kettering and Musgrove Park hospitals, which we estimate will open nine to 10 years later than under the previous plan.\u201d<\/p>\n

The NAO has warned that the DHSC needs to ensure it gets the design of Hospital 2.0 right and allow sufficient time to test the design is fit for purpose.<\/p>\n","protected":false},"excerpt":{"rendered":"
