A regulatory shake-up announced today is set to reshape the water industry\u2019s capital delivery, offering contractors greater visibility over future workloads and smoothing the transition between investment cycles.<\/p>\n
The Department for Environment, Food & Rural Affairs today (20 January) released its water white paper, which it described as \u201conce-in-a-generation reforms\u201d to the water system.<\/p>\n
As part of the proposals, the government is proposing to introduce a 5\/10\/25-year approach to investment planning.<\/p>\n
It said: \u201cThis will provide short-term funding certainty to water companies for the first five years, more indicative funding commitments for the following five years, and set out high-level funding needs over a 25-year horizon.<\/p>\n
\u201cThe price review cycle would then act as five-year checkpoints in long-term delivery plans, not delivery sprints.\u201d<\/p>\n
The government said it wanted to send a signal to investors that the sector is moving away from short-term thinking.<\/p>\n
\u201cBy providing clarity on funding needs over 25 years, we are reducing risk and enabling investors to deploy capital with confidence that projects will be delivered efficiently and predictably.\u201d<\/p>\n
Civil Engineering Contractors Association (CECA) director of policy & public affairs Ben Goodwin said: \u201cOur members welcome the publication of today\u2019s white paper, which will overhaul regulation in the water sector and prioritise long-term strategic planning.\u201d<\/p>\n
He said that a long-term approach could help smooth investment cycles, enable better coordination of major programmes, and allow the supply chain to plan more effectively.<\/p>\n
The government will also introduce statutory resilience standards for the water industry, aiming to ensure long-term infrastructure performance across all regions.<\/p>\n
It will work with the incoming regulator to improve asset mapping and support Ofwat\u2019s data-gathering exercise on asset conditions. Forward-looking health metrics will also be developed to guide investment decisions.<\/p>\n
Officials said the new standards will help water companies assess system resilience, align cost and ambition, and ensure delivery of agreed outcomes.<\/p>\n
A newly created post of chief engineer will have responsibility for overseeing the health of water assets.<\/p>\n
\u201cThe chief engineer will oversee a fundamental shift in the culture of the regulator and enable engineering-based supervision, supporting the regulator\u2019s ability to understand the true costs of projects as part of its cost challenge process,\u201d the document said.<\/p>\n
\u201cThey will provide expertise at the appropriate senior level, with a clear remit to ensure technical capability exists throughout the organisation, especially as part of infrastructure supervision.\u201d<\/p>\n
The white paper also contained plans to replace a plethora of planning guidance with two core planning frameworks for water supply and the water environment, in an attempt to streamline regulation and enable consistent, cross-sector planning.<\/p>\n
A strengthened regional planning function will \u201csupport delivery of national strategic objectives such as the economic growth mission, housebuilding targets and nature recovery, while enabling regional and local priorities to be realised\u201d.<\/p>\n
The government promised to publish a transition plan later this year to help companies move to the new system, \u201cproviding certainty during a period of major change by setting out what needs to happen and when, and who is responsible\u201d.<\/p>\n
Goodwin said: \u201cCECA is particularly keen to engage with the government on its 2026 transition plan and the development of new legislation to avoid disruption to workload and skills pipelines during the move from the current framework to the new regulatory system.\u201d<\/p>\n
Summarising the aims of the white paper, environment secretary Emma Reynolds said: \u201cWater companies will have nowhere to hide from poor performance, customers will get the service they deserve, and investors will see a system built for the future.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"
