{"id":537382,"date":"2026-02-03T00:01:42","date_gmt":"2026-02-03T00:01:42","guid":{"rendered":"https:\/\/www.constructionnews.co.uk\/?p=537382"},"modified":"2026-02-03T11:10:02","modified_gmt":"2026-02-03T11:10:02","slug":"regional-survey-indicates-resilient-pipeline-for-2026","status":"publish","type":"post","link":"https:\/\/www.constructionnews.co.uk\/sections\/data\/regional-survey-indicates-resilient-pipeline-for-2026-03-02-2026\/","title":{"rendered":"Regional survey indicates \u2018resilient pipeline\u2019 for 2026"},"content":{"rendered":"<p>Major parts of the construction sector have secured \u201ca resilient pipeline\u201d in 2026, after higher costs hit performance in 2025.<\/p>\n<p>Increases in public and private investment across Belfast, Birmingham, Leeds and Manchester have boosted prospects in student accommodation, hotels, offices and homes, according to the latest edition of the Deloitte Regional Crane Surveys.<\/p>\n<p>John Cooper, infrastructure and real estate partner at Deloitte, said the construction sector last year battled higher costs and \u201cbuilding regulations such as the Building Safety Act\u201d, which impacted deliverability.<\/p>\n<p>But he said the construction sector had been boosted by the \u201cimpact of strategic public and private sector investment and collaboration\u201d, leading to a \u201cresilient pipeline\u201d.<\/p>\n<p>Cooper also pointed to a change in developer sentiment, \u201cfrom cautious optimism to committed construction\u201d.<\/p>\n<p>\u201cContinued focus on strategic investment, timely decision making and labour force skills to support construction delivery is key to catalysing the opportunities that exist across these cities,\u201d he added.<\/p>\n<p>As well as the office and residential sectors, Cooper highlighted \u201chealthy forward-looking activity across the student accommodation and hotel sectors and a more positive outlook into 2026 across the offices and residential sectors\u201d.<\/p>\n<p>Deloitte reported an increase in new construction starts across the four cities in 2025, with 53 new schemes compared with 47 in 2024.<\/p>\n<p>Around half of those starts \u2013 27 of the 53 \u2013 were in the residential sector, four more than in 2024.<\/p>\n<p>Seven office projects also started, with eight in the student housing sector and a further five hotel starts.<\/p>\n<p>But that increase did not lead to a hike in the volume of units and floorspace under construction as some of the new projects were smaller, particularly in the residential sector.<\/p>\n<p>The number of residential units under construction in the four cities fell from 23,673 in 2024 to 21,057 in 2025. The sector completed 8,885 units, slightly fewer than the 9,075 in the prior year.<\/p>\n<p>The amount of office floor space under construction also fell last year, from 2.8 million square feet to 2 million square feet.<\/p>\n<div class=\"factfile\">\n<h2 data-start=\"0\" data-end=\"340\"><strong data-start=\"0\" data-end=\"11\">City-by-city breakdown<\/strong><\/h2>\n<p data-start=\"0\" data-end=\"340\"><strong data-start=\"0\" data-end=\"11\">Belfast<\/strong><br data-start=\"11\" data-end=\"14\" \/>Belfast recorded five new starts in 2025, matching last year, with total floorspace under construction rising to 20,350 square metres, although no offices were completed. Activity was led by education and R&amp;D projects, alongside increased hotel and student accommodation construction, with major student schemes due to complete in 2026.<\/p>\n<p data-start=\"342\" data-end=\"685\"><strong data-start=\"342\" data-end=\"356\">Birmingham<\/strong><br data-start=\"356\" data-end=\"359\" \/>Birmingham saw a sharp rise in activity, with 23 new starts in 2025 \u2013 the highest in five years \u2013 driven mainly by residential development. Office delivery was strong, with nearly 44,600 square metres completed, while refurbishments dominated the pipeline, alongside modest new starts in student housing, hotels and retail\/leisure.<\/p>\n<p data-start=\"687\" data-end=\"1039\"><strong data-start=\"687\" data-end=\"696\">Leeds<\/strong><br data-start=\"696\" data-end=\"699\" \/>Leeds experienced a slight fall in new starts but strong growth in residential and student accommodation, with student housing accounting for half of all new schemes. Residential units under construction hit a record high, while office completions fell sharply year-on-year, despite a solid volume still under construction in the city core.<\/p>\n<p data-start=\"1041\" data-end=\"1370\" data-is-last-node=\"\" data-is-only-node=\"\"><strong data-start=\"1041\" data-end=\"1055\">Manchester<\/strong><br data-start=\"1055\" data-end=\"1058\" \/>Although total new starts dipped, Manchester showed robust performance across key sectors, with record levels of student bedspaces under construction and strong hotel activity.
