{"id":537664,"date":"2026-02-06T09:51:59","date_gmt":"2026-02-06T09:51:59","guid":{"rendered":"https:\/\/www.constructionnews.co.uk\/?p=537664"},"modified":"2026-02-16T14:49:39","modified_gmt":"2026-02-16T14:49:39","slug":"parliaments-3bn-early-works-should-start-this-year-board-says","status":"publish","type":"post","link":"https:\/\/www.constructionnews.co.uk\/government\/parliaments-3bn-early-works-should-start-this-year-board-says-06-02-2026\/","title":{"rendered":"Parliament\u2019s \u00a33bn early works should start this year, board says"},"content":{"rendered":"<p>A \u00a33bn first phase of work to restore the Houses of Parliament should begin this year, the body presenting proposals to MPs on its future has recommended.<\/p>\n<p>The Restoration and Renewal Client Board said in a <a href=\"https:\/\/committees.parliament.uk\/publications\/51442\/documents\/285576\/default\/\">report<\/a> published on Thursday (5 February) that phase one would include building temporary chambers and office space, constructing a river jetty for construction material delivery and spoil removal, and devising a programme for the long-term revamp of the World Heritage Site.<\/p>\n<p>Procurement for the first phase would also begin later this year, with a target to appoint many of the \u201cstrategic partners\u201d in 2027. More detail about the\u00a0 procurement strategy will be released if and when MPs agree to the plan.<\/p>\n<p>Proceeding to phase one works imminently would be a \u201cpragmatic way forward in line with emerging best practice\u201d from major programmes, the report said.<\/p>\n<p>The start of work is conditional on approval from the House of Commons and House of Lords, the Restoration and Renewal Client Board added.<\/p>\n<p>The phase one works, which also include purchasing and refitting the QEII Conference Centre, should take no longer than seven years, the board recommends.<\/p>\n<p>Its report also presents two options for full refurbishment of the Houses of Parliament, known properly as the Palace of Westminster:<\/p>\n<ul>\n<li>A full move of MPs and Lords out to enable works to take place over 19-24 years, with an inflation-adjusted cost of up to \u00a315.6bn.<\/li>\n<li>A phased method of work, dividing the palace into 14 different zones, meaning no more than 30 per cent of the building is out of use at any one time. It would take between 38-61 years and cost up to \u00a339.2bn, including inflation.<\/li>\n<\/ul>\n<p>MPs will be asked to debate and vote on the proposals with the client body recommending a final decision is taken no later than 2030.<\/p>\n<p>Before then, the Restoration and Renewal Client Board recommends proceeding with phase one and creating detailed designs for both longer-term options in order to ensure they are \u201csufficiently mature\u201d before a way forward is chosen.<\/p>\n<p>The report notes that \u00a31.5m is spent maintaining and repairing the Palace of Westminster every week, and delaying the delivery phase of a full revamp would cost \u201caround \u00a370m per year at current prices\u201d, taking into account additional reactive maintenance costs.<\/p>\n<p>A further \u00a3250m-\u00a3350m in construction cost inflation will be added to the programme for every year a decision is not taken, it adds.<\/p>\n<p>In the past month, issues have included heating system failure in a large part of the House of Lords, problems with sewers, and toilets continuing to be out of bounds in some areas due to reinforced autoclaved aerated concrete and water leaks, the Restoration and Renewal Client Board said.<\/p>\n<p>Since 2016, the client body highlighted, there have been 36 \u201cfire incidents\u201d, 19 \u201cstonemasonry incidents\u201d and 12 \u201casbestos incidents\u201d.<\/p>\n<p>The board\u2019s co-chairs MP Judith Cummins and Lord John McFall said: \u201cA decision is needed now on starting restoration work. Most of the building dates from the Victorian era and some parts are much older.<\/p>\n<p>\u201cOver the decades, its fabric and its services have deteriorated and require substantial repair or replacement. We are beyond the point where putting off these major works is sustainable.\u201d<\/p>\n<p>Within the \u00a33bn first phase budget, acquiring and fitting out the QEII centre is estimated at \u00a3417m; revamping Richmond House to host a temporary House of Commons is estimated at \u00a3328m; and installing temporary services and utilities at \u00a3330m.<\/p>\n<p>Creating a river jetty and cofferdam to move construction material on and off site is estimated to cost \u00a370m.<\/p>\n<p>Cummins and McFall added: \u201cAs parliamentarians and custodians of this historic symbol of our nation, we must make a decision to get on with this work to safeguard the future of parliament\u2019s home.<\/p>\n<p>\u201cSurveys consistently show the British public expect us to restore the building.
