{"id":537984,"date":"2026-02-11T12:54:23","date_gmt":"2026-02-11T12:54:23","guid":{"rendered":"https:\/\/www.constructionnews.co.uk\/?p=537984"},"modified":"2026-02-18T15:50:19","modified_gmt":"2026-02-18T15:50:19","slug":"schools-raac-crisis-result-of-chronic-investment-deficit-mps-say","status":"publish","type":"post","link":"https:\/\/www.constructionnews.co.uk\/buildings\/schools-raac-crisis-result-of-chronic-investment-deficit-mps-say-11-02-2026\/","title":{"rendered":"Schools RAAC crisis result of \u2018chronic investment deficit\u2019, MPs say"},"content":{"rendered":"<p>The reinforced aerated autoclaved concrete (RAAC) emergency in England\u2019s school estate goes beyond \u201can isolated safety risk\u201d and \u201cis symptomatic of a chronic capital investment deficit\u201d, a parliamentary committee has said.<\/p>\n<p>A report published today (February 11) by the cross-party Education Committee\u00a0found that despite the government\u2019s progress in <a href=\"https:\/\/www.constructionnews.co.uk\/buildings\/building-safety\/all-schools-with-raac-to-be-remediated-by-2029-28-10-2025\/\">removing RAAC from schools<\/a>, \u201csignificant risks\u201d remain across the ageing estate.<\/p>\n<p>The report examined the Department for Education\u2019s (DfE) response to the RAAC school crisis that surfaced in 2023.<\/p>\n<p>RAAC is a lightweight form of concrete that was used in many UK public sector buildings from the 1950s until the mid-1990s.<\/p>\n<p>It has an approximate 30-year lifespan, after which the risk of collapse increases, particularly when moisture has penetrated it.<\/p>\n<p>According to a June 2023 report by the National Audit Office (NAO), around 38 per cent of school buildings (approximately 24,000) had exceeded their original design life, including 10,000 built before 1940.<\/p>\n<p>As of September 2025, the government said that 60 per cent of schools and colleges where RAAC was found were either \u201cfully free\u201d of it or \u201con the path to removal\u201d.<\/p>\n<p>So far, 53 schools have had all RAAC removed and 71 schools are being rebuilt under the School Rebuilding Programme.<\/p>\n<p>While DfE estimated that \u00a37bn annually would be needed to properly maintain, repair and rebuild the estate, it has actually received just \u00a33.1bn per year since 2020. The average annual capital investment between 2016 and 2022 was \u00a32.3 bn.<\/p>\n<p>A \u201cpivotal moment\u201d came in July 2010 when the Conservative-Liberal Democrat coalition government cancelled the Building Schools for the Future programme, which originally aimed to rebuild or refurbish all 3,500 secondary schools by 2020.<\/p>\n<p>Subsequent initiatives, such as the School Rebuilding Programme and targeted grants for urgent repairs, aimed to fix the long\u2011standing deficits in school\u2011building conditions.<\/p>\n<p>However, NAO found that investment had lagged behind demand, with funding repeatedly falling short of the DfE\u2019s own estimates of what was needed to maintain schools.<\/p>\n<p>The DfE told the committee that the department had spent \u00a3211m on RAAC mitigation and remediation to date.<\/p>\n<p>Since 2023, the DfE has also improved guidance, begun to professionalise estate capability, strengthened resilience arrangements, and committed to greater transparency through the development of a live digital platform.<\/p>\n<p>The committee also noted that \u201cfurther consolidation and sustained implementation are required\u201d.<\/p>\n<p>It is calling for mandatory three\u2011to\u2011five\u2011year surveys and risk\u2011assessment cycles for higher-risk building types.<\/p>\n<p>The committee also asks for \u201ca whole\u2011estate, long-term investment\u201d strategy with \u201cclear guidelines\u201d and which prioritises the most at-risk schools.<\/p>\n<p>Chair of the Education Committee, Helen Hayes MP, said: \u201cThe government has taken significant action to remove and remediate RAAC from England\u2019s schools, but the RAAC crisis has come with a cost for the teachers, parents and most importantly pupils who have suffered serious disruption as a result.<\/p>\n<p>\u201cThis crisis has laid bare the concerning condition of much of the school estate in England as a consequence of years of underinvestment.<\/p>\n<p>\u201cWhile this may require a great deal of work to fix, the quality of school buildings has a significant impact on pupils\u2019 learning and every child deserves to be taught in a safe, secure and fit for purpose school environment.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The reinforced aerated autoclaved concrete (RAAC) emergency in England\u2019s school estate goes beyond \u201can isolated safety risk\u201d and \u201cis symptomatic of a chronic capital investment deficit\u201d, a parliamentary committee has said.
