{"id":538105,"date":"2026-02-13T12:45:42","date_gmt":"2026-02-13T12:45:42","guid":{"rendered":"https:\/\/www.constructionnews.co.uk\/?p=538105"},"modified":"2026-02-13T12:09:21","modified_gmt":"2026-02-13T12:09:21","slug":"manx-government-seeking-to-recover-ferry-terminal-build-costs","status":"publish","type":"post","link":"https:\/\/www.constructionnews.co.uk\/legal\/manx-government-seeking-to-recover-ferry-terminal-build-costs-13-02-2026\/","title":{"rendered":"Manx government seeking to recover ferry terminal build costs"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The Manx government is seeking to recoup some of the cash it spent on building the Isle of Man ferry terminal in Liverpool.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But the main contractor on the job, John Sisk &amp; Son, has said there is no \u201congoing dispute\u201d over the contract.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sisk\u2019s comment came after the island\u2019s infrastructure minister cited legal advice as the reason he could not disclose the project\u2019s final cost.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Tim Crookall confirmed during an oral question session in the Manx parliament on Tuesday (10 February) that the Department of Infrastructure (DoI) has concluded the construction contract with<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/civils\/sisk-appointed-to-31m-isle-of-man-ferry-terminal-in-liverpool-11-04-2019\/\"> <span style=\"font-weight: 400;\">Sisk<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He added that the final account has been \u201cclosed\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But the department is now involved in ongoing legal discussions with the project\u2019s \u201cdelivery teams\u201d relating to recovery matters, Crookall said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While the minister did not name Sisk directly, he referred to \u201cour case against the contractors\u201d. He did not outline the specific grounds of the dispute or identify the parties involved.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A spokesperson for Sisk told <\/span><i><span style=\"font-weight: 400;\">Construction News<\/span><\/i><span style=\"font-weight: 400;\">: \u201cThere is no ongoing dispute on the contract.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Speaking in response to questions from former infrastructure member Lawrie Hooper, Crookall said the process \u201cis about recovery now\u201d but that he was unable to disclose the final overall cost.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cHaving taken legal advice, I will not put any figures in the public domain,\u201d he said, adding that doing so risked \u201ccompromising our legal position\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Crookall confirmed that the<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/contractors\/cost-to-build-isle-of-man-ferry-terminal-in-liverpool-doubles-03-12-2021\/\"> <span style=\"font-weight: 400;\">\u00a370.7m budget<\/span><\/a><span style=\"font-weight: 400;\"> for the publicly funded ferry terminal job, together with \u00a32.1m from a capital inflation budget line, had been \u201cexhausted\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He declined to confirm any higher total figure and said a supplementary vote would be sought to formally close out the project once the legal process has concluded.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Hooper suggested during the session that the overall cost may be \u201csomewhat north of \u00a3100m\u201d, and asked whether the current dispute related to the recovery of sums already paid out under the contract.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Crookall reiterated that recovery was the focus and that he would not disclose further figures on legal advice.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He said the dispute could take 12 to 18 months to resolve.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sisk began work on the Isle of Man ferry terminal at Liverpool\u2019s Prince\u2019s Half-Tide Dock in November 2019, with a planned completion date of 2022.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The initial estimated cost of \u00a331m subsequently rose to \u00a338.1m and then \u00a370.7m by late 2021, alongside a revised planned opening date of mid-2023. The terminal eventually began operations in June 2024.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">CN<\/span><\/i><span style=\"font-weight: 400;\"> approached the Isle of Man\u2019s Courts of Justice for further information.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Isle of Man DoI declined to comment.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Manx government is seeking to recoup some of the cash it spent on building the Isle of Man ferry terminal in Liverpool.
