{"id":538290,"date":"2026-02-16T13:04:06","date_gmt":"2026-02-16T13:04:06","guid":{"rendered":"https:\/\/www.constructionnews.co.uk\/?p=538290"},"modified":"2026-02-16T13:29:48","modified_gmt":"2026-02-16T13:29:48","slug":"carillion-reduces-fine-after-ex-boss-abandons-challenge","status":"publish","type":"post","link":"https:\/\/www.constructionnews.co.uk\/contractors\/carillion\/carillion-reduces-fine-after-ex-boss-abandons-challenge-16-02-2026\/","title":{"rendered":"Fine reduced after former Carillion boss abandons challenge"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The Financial Conduct Authority has reduced its fine on former Carillion chief executive Richard Howson after he withdrew his challenge to the punishment imposed for misleading statements he made before the company\u2019s collapse.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Construction News<\/span><\/i><span style=\"font-weight: 400;\"> this morning<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/contractors\/carillion\/former-carillion-boss-withdraws-challenge-to-fca-sanction-16-02-2026\/\"> <span style=\"font-weight: 400;\">revealed that Howson had abandoned his legal bid<\/span><\/a><span style=\"font-weight: 400;\"> to overturn the interim punishment handed to him by the Financial Conduct Authority (FCA) in 2022 over breaches of financial rules.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In a statement released later in the morning, the FCA said it would now be fining Howson \u00a3237,700, down from the \u00a3397,800 originally proposed.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In its decision notice, it said that it had not imposed the full \u00a3397,800 on two grounds:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">it accepted that Howson\u2019s income was \u00a3990,763, not \u00a31.33m as originally believed; <\/span><\/li>\n<li><span style=\"font-weight: 400;\">Howson\u2019s \u201ccooperation during the authority\u2019s investigation, as well as other investigations and his statements in sworn evidence in other related proceedings that he would not contest certain allegations made against him\u201d.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Steve Smart, executive director of enforcement and market oversight at the FCA, said: \u201cCarillion\u2019s failure was significant.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cJobs were lost, public sector projects were put at risk and investors, who trusted the company to give them accurate information, suffered large-scale losses. That\u2019s why the FCA worked diligently to hold the company and its senior leaders to account.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The news of Howson&#8217;s final fine amount comes just over a month since the<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/legal\/two-former-carillion-directors-see-fines-reduced-07-01-2026\/\"> <span style=\"font-weight: 400;\">FCA reduced its fines on two former finance directors at Carillion<\/span><\/a><span style=\"font-weight: 400;\"> \u2013 Richard Adam and Zafar Khan \u2013 after they withdrew their own, separate challenges.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A statement today from the FCA said that primary responsibility for ensuring the financial information disseminated to the market was accurate lay with the group finance director.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cHowever,\u201d it said, \u201cMr Howson played an important role as the board member with the most expertise on construction and contracting matters.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe FCA found that Mr Howson acted recklessly and was knowingly concerned in breaches by Carillion of the Market Abuse Regulation and the Listing Rules.\u201d<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Financial Conduct Authority has reduced its fine on former Carillion chief executive Richard Howson after he withdrew his challenge to the punishment imposed for misleading statements he made before the company\u2019s collapse.
