{"id":538330,"date":"2026-02-17T12:45:19","date_gmt":"2026-02-17T12:45:19","guid":{"rendered":"https:\/\/www.constructionnews.co.uk\/?p=538330"},"modified":"2026-02-17T12:25:46","modified_gmt":"2026-02-17T12:25:46","slug":"dft-denies-uk-steel-snub-for-lower-thames-crossing","status":"publish","type":"post","link":"https:\/\/www.constructionnews.co.uk\/supply-chain\/dft-denies-uk-steel-snub-for-lower-thames-crossing-17-02-2026\/","title":{"rendered":"DfT denies UK steel snub for Lower Thames Crossing"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">The Department for Transport (DfT) has pushed back against claims that domestic steel will not be used on the \u00a310bn Lower Thames Crossing.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A spokesperson for the department said procurement for steel had not started, dismissing claims made in <\/span><i><span style=\"font-weight: 400;\">The Times <\/span><\/i><span style=\"font-weight: 400;\">over the weekend.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The broadsheet said domestic steel manufacturers would miss out on the opportunity because UK firms were not yet able to produce enough low-embodied-carbon steel, which is needed to meet the zero-carbon goals of the tunnel (CGI pictured).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cNo procurement process for steel for the Lower Thames Crossing is currently underway,\u201d the DfT said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe want to see more UK-made steel used in public projects, which is why we have changed\u202fprocurement guidance to ensure UK-made steel is considered regularly \u2013 including in the construction of the Lower Thames Crossing \u2013 and we will continue to champion British steelmaking and our steel communities now and for generations to come.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The government has said the UK market could supply between 85 per cent and 90 per cent of the project\u2019s steel requirements, all of which would be low carbon.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">National Highways said it had also carried out early market engagement to \u201cunderstand existing capability ahead of launching procurements\u201d, and had reached the same figures.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Procurement will begin later this year, the roads body added.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Multiple industry leaders had criticised suggestions that the government would use foreign steel over domestic supplies.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Three years ago, the Cabinet Office pushed the<\/span><a href=\"https:\/\/www.constructionnews.co.uk\/government\/cabinet-office-moves-to-reduce-imported-steel-use-20-04-2023\/#:~:text=A%20spokesperson%20for%20UK%20Steel%20said,steel%20was%20made%20is%20hugely%20important.\"> <span style=\"font-weight: 400;\">sector to use UK-made steel on all public construction<\/span><\/a><span style=\"font-weight: 400;\"> projects.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Gareth Stace, director general of trade body UK Steel, cited the Lower Thames Crossing as an example of national infrastructure where \u201ccontractors, using public money, should be backing British industry\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cMajor public projects should support resilient UK supply chains while reducing emissions, rather than treat those objectives as competing priorities,\u201d he said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Stace called on the project\u2019s contractors to speak to UK suppliers about their ability to provide low-embodied-carbon materials \u201cbefore making any decisions on importing steel from abroad\u201d.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">The Times<\/span><\/i><span style=\"font-weight: 400;\">\u00a0reported that the project required 20,000 tonnes of low-embodied-carbon steel, adding that industry sources feared this would force out domestic steel manufacturers, compelling ministers to approve steel from abroad.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A joint venture between Bouygues Travaux Publics and Murphy is building the project\u2019s twin-bore tunnel under the Thames.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">Construction News <\/span><\/i><span style=\"font-weight: 400;\">contacted Bouygues Travaux Publics for comment.
