Work on all five is expected to begin this year, with Magor and Undy forecast to complete first.

Cardiff Parkway station forms part of the wider Hendre Lakes development near St Mellons.

The scheme combined a new station with a business park and was backed by additional UK Government funding alongside Welsh Government and private sector investment.

The final funding split and delivery timetable were subject to further development work and a full business case. The business park was projected to support around 6,000 jobs.

In north Wales, a new station at Deeside Industrial Park is linked to upgrades on the Wrexham–Liverpool line.

The UK and Welsh governments worked with Ambition North Wales, the North Wales Growth Deal body, to co-fund improvements to freight access at Padeswood Cement Works.

The works would allow freight trains to move directly off the main line into the facility, releasing capacity for passenger services.

The upgrades are intended to enable two trains per hour between Wrexham and Liverpool and included safety, capacity and line speed improvements at Buckley.

The wider pipeline comprised 43 schemes with established development work.

Transport for Wales estimated the total cost of projects under consideration at up to £14bn, although ministers said the figure would change as schemes were developed and funding allocations would be confirmed at future Spending Reviews.

As part of the package, the UK Government allocated at least £40m to increase line speeds on the South Wales Relief Lines between Cardiff and Severn Tunnel Junction.

The works would create two additional high-speed lines to provide greater flexibility for freight and passenger services. A full business case was due in spring 2026, with delivery aligned to the proposed new stations in south east Wales.

Cardiff Central station, the busiest in Wales, also secured £59.8m of additional UK Government funding, taking total UK support for the scheme to £77.8m.

The project is supported by £40m from the Cardiff Capital Region City Deal and £21m from the Welsh Government. Construction was scheduled to start in spring 2026, with most works completing by 2029.

Further investment includes up to £30m over three years to enhance capacity at Cardiff West Junction, enabling increased services on the Core Valley Lines network. The improvements were planned to coincide with renewal works at the junction in 2028.

On the North Wales Coast Main Line, around £30m was allocated for safety and service improvements.

The scheme includes the design and installation of two accessible footbridges to replace four high-risk level crossings at Prestatyn and Abergele. Completion was expected in spring 2027 and would allow a 50 per cent increase in Transport for Wales services from May 2026.

Welsh first minister Eluned Morgan said the agreement placed Wales “in an unprecedented position to deliver the next chapter of transformation for rail services”.

Civil Engineering Contractors Association Wales director Ed Evans said: “The priority now is to translate this commitment into a transparent pipeline and realistic delivery plan, so clients, contractors, and the supply chain can invest with confidence in people, plant, and skills.

“Early contractor engagement, proportionate risk allocation, and prompt payment disciplines will be essential to ensure the benefits are felt in communities as soon as possible.”

Source: UK government announcement

Go deeper – Ask CN – Free February offer!

Find more detail about Severfield’s recent history, collated from the CN archive.

Then use our upgraded Ask CN tool to ask your own questions:

What work is available on Welsh railways?

TRY ASK CN FOR FREE: Registered users get unlimited subscriber-level access to the Ask CN service for the rest of February.

Login or Register for free to start asking your questions today.

The UK and Welsh governments have agreed a long-term rail investment plan that includes seven new stations and a pipeline of projects estimated at up to £14bn.
